Organize and direct the study of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Important Thought of Three Represents, the Scientific Outlook on Development, Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and the lines, principles and policies of the Party for CAAC organ and its directly affiliated entities.

Urge and oversee compliance by the Party group of CAAC organ and its directly affiliated entities with decisions, instructions, and work arrangements of the CAAC Party Leadership Group.

Responsible for ideological and political development for leadership of CAAC organ and its directly affiliated entities.

Organize and direct development of the Party group of CAAC organ and its directly affiliated entities; support the congress of Party representatives and general election of directly affiliated entities, and establishment, re-designation, and cancellation of Party groups; responsible for intra-party statistics, collection of Party membership dues, and transfer of relationship between party organizations for Party members; and responsible for Party membership development for CAAC organ.

Oversee ideological and political work and development of spiritual civilization at CAAC organ and its directly affiliated entities.

Oversee Party-related communication and education of CAAC organ and its directly affiliated entities. Direct e-Education for Party members by CAAC organ and its directly affiliated entities.

Conduct political examination of officials of CAAC organ and some directly affiliated entities before foreign visits.

Responsible for front unification of CAAC organ, and direct the front unification work of its directly affiliated entities.

Direct development of the Communist Youth League organization by CAAC organ and its directly affiliated entities; review and approve the congress of League representatives, and general election of the League committee of directly affiliated entities; responsible for intra-League statistics and collection of League membership dues; provide guidance for the Communist Youth League and Youth Federation of the Civil Aviation Industry; and organize internal and external communication for the young people.

Organize meetings hosted by the CAAC Party Leadership Group; manage telegrams of the Party; make and issue the official seals of Party and League organizations under jurisdiction.

Undertake other tasks assigned by superior organizations and executives.
