Feng Zhenglin Heads Chinese Delegation to the 39th Session of the ICAO Assembly18/10/2016

 

As a member of the international civil aviation community, CAAC will actively respond to ICAO’s No Country Left Behind initiative, and promote extensive and in-depth international cooperation in aviation safety, air transport, airworthiness certification, air traffic management, etc. in a bid to build an even safer, greener, more efficient, open and harmonious civil aviation industry.

The 39th Session of the ICAO Assembly opened at the Montreal Headquarters of ICAO on September 27 local time. Administrator Feng Zhenglin of the Civil Aviation Administration of China led a delegation of the Chinese government to the meeting. In his address at the opening ceremony, Feng noted that as a Part I member of the ICAO Council, China would pursue extensive and in-depth international cooperation in aviation safety, air transport, airworthiness certification, air traffic management, etc. through sharing experiences in aviation safety management, expanding traffic rights arrangement, advancing the development of aviation manufacturing, and providing “Chinese Navigation” service.

Feng indicated that China would share its experience in civil aviation safety management with the world, and take advantage of the ICAO’s aviation safety partnership aid plan as a platform to provide foreign safety aid in a collective attempt to improve global civil aviation safety. China will practice an even more open traffic rights policy, and work to expand the traffic rights arrangement in an active, progressive, orderly and guaranteed fashion, with emphasis on advancing aviation liberalization and facilitation for the “Belt & Road” countries. China will also increase bilateral and multilateral cooperation in airworthiness certification to promote the development of the global aviation manufacturing industry.

Feng said that China would increase international ATM cooperation all around to boost the ATM’s support capability. China’s home-grown “BeiDou” Navigation Satellite System has been identified as one of the four core suppliers by the International Committee on Global Navigation Satellite Systems. China will promote civil aviation’s use of the “BeiDou” system to provide “Chinese Navigation” service for the global civil aviation industry.

The triennial ICAO Assembly is the Organization’s most important event. Over 2400 participants from ICAO’s 167 member states and 34 international organizations were invited to the 39th Session of the Assembly, which established the Organization’s worldwide policy for the upcoming triennium.
