From January 10 to 11, the National Civil Aviation Security and Public Security Conference was held in Beijing. The conference summarized the civil aviation security and public security efforts in 2016, and made comprehensive work arrangements for 2017. Feng Zhenglin, Administrator of CAAC, Li Jian, Deputy Administrator of CAAC, and Li Wei, Vice Minister of Public Security of the People’s Republic of China attended the conference and made speeches.
The conference pointed out that in the last year the civil aviation public security units at different levels, under the strong leadership of the Party Committee of the Ministry of Public Security and the Party Leadership Group of CAAC, successfully accomplished tasks of civil aviation security and special flights guarding for a series of large-scale events such as the G20 Summit through conscientiously implementing various measures concerning aviation security, and insisting on preventative management of critical points and comprehensive prevention and control, thereby making a consecutive 14th year of aviation security. In 2017, various units responsible for civil aviation security shall profoundly understand the instructions by the central leaders, reinforce the bottom-line thinking, construct a civil aviation security anti-terrorism system; accurately grasp the profound meaning of zero tolerance of safety hazards and build a long-acting mechanism for safety hazards management; deepen reform to specify responsibilities and construct a new system for aviation security; and increase the efforts in capacity building to continuously improve aviation security performance.
At the conference, eight entities, i.e. CAAC Southwest Regional Administration, China Eastern Airlines Co., Ltd., Capital Airports Holding Company, Hangzhou Xiaoshan International Airport, Civil Aviation Management Institute of China, Department of Public Security of Fujian Province, Department of Public Security of Yunnan Province and Bureau of Public Security of Shenzhen made speeches, sharing new ways of thinking and new methods for aviation security. The participants, closely focusing on the spirit of the speeches at the conference and taking into consideration the actual work of their own, also took part in group discussions on how to better aviation security and made comments and proposals.
