CAAC held a tele-conference on general aviation safety on March 10. The conference made an in-depth analysis of the current safety situation and existing problems in general aviation and made arrangements for the work of the next phase. CAAC Deputy Administrator Li Jian called for the establishment of a strategy in whole industry featuring “Delegating Power and Strengthening Regulation with the Former as the Key”, and further promoting the safe and sound development of general aviation.
Li Jian said that safety constitutes the eternal theme of civil aviation and the important premise and foundation of civil aviation development. Safety represents the lifeline of air transport and general aviation. In recent years, the general situation of air transport safety has been steady, but general aviation safety has been bothering us.
In light of the new situation and new features in general aviation safety, Li Jian put forward requirements from four perspectives for general aviation safety work in the future.
The first is to prioritize existing problems in general aviation safety. The second is to establish a development strategy in the industry featuring “Delegating Power and Strengthening Regulation with the Former as the Key”. The third is to intensify efforts in supervision on safety of manned and remuneration-making general aviation industry. The last is to vigorously improve the service support capabilities for general aviation.
In order to explore development models for general aviation, CAAC has conducted a two-year pilot project of general aviation management reform in northeast China. CAAC allows the pilot project to break the existing pattern, integrate and streamline the process, establish a systematic platform, improve administrative service, and make bold innovations. Once the pilot project matures, it will be rolled out in other areas across China.
