On May 14-15, the Belt and Road Forum for International Cooperation was held in Beijing. On the afternoon of May 14, the Civil Aviation Administration of China (CAAC) signed a letter of intent with the International Civil Aviation Organization (ICAO) during the Forum. CAAC Administration Feng Zhenglin and ICAO Secretary General Liu Fang signed the agreement on behalf of the two parties.

According to the agreement, the two parties will work to further strengthen the connectivity between the No Country Left Behind Initiative of ICAO and the Belt and Road Initiative of China and collaborate in improving the aviation safety of countries along the Belt and Road, enhancing their safety and security oversight capabilities, promoting aviation capacity building and facilitating air transport liberalization and facilitation in these countries, so as to jointly promote civil aviation development of countries and regions along the Belt and Road.
