CAAC Conducts Administrative Appointment with China Postal Airlines03/08/2017

On July 6, CAAC conducted an administrative appointment with China Postal Airlines regarding the serious incident at Qingdao Airport on June 6. CAAC sternly pointed out the company's problems in operation safety, and announced its decision to impose punishment. The meeting required that China Postal Airlines earnestly enhance its safety awareness, form a firm consciousness of safety red line and bottom line, improve technical management, strengthen operational risk control, address safety vulnerabilities in the system and organization, and reverse the passive situation in work safety as soon as possible.

On June 6, a B734/B-2891 freighter of China Postal Airlines flying from Nanjing to Qingdao triggered the stick shaker alert due to low altitude during a go-around at Qingdao Airport, which constituted a serious transport aviation incident attributable to the flight crew.

At the meeting, the General Manager and the Chief Safety Officer of China Postal Airlines reported the company’s internal investigation, handling and proposed rectification measures in the aftermath of the June 6 incident. CAAC East China Regional Administration reported its investigation on the incident, its opinions on penalty, and future safety rectification and supervision plans for China Postal Airlines’ branch company in Nanjing. CAAC North China Regional Administration reported relevant operational management measures for China Postal Airlines. CAAC’s Chief Pilot Xin Tianhe and chiefs from related departments and bureaus made comments on China Postal Airlines’ problems in safety. CAAC Chief Safety Inspector Wu Chengchang communicated CAAC administrator’s instructions on handling of the incident, and raised specific requirements for the airline to make further rectifications and for supervision authorities to enhance safety management effectively.

In accordance with a number of relevant rules and regulations such as the Basic Flight Rules of the People’s Republic of China and Provisions on the Management of Civil Aviation Safety Information, CAAC agreed, in principle, with the penalty opinions raised by CAAC North Regional Administration, including initiating the procedure of administrative penalty on the pilot-in-command and co-pilot concerned, suspending the company’s applications for flight frequency addition and charter flights and imposing a fine, which will be implemented by CAAC China Regional Administration.
