In order to further improve work safety, CAAC has decided to conduct an industry-wide safety inspection from July to October, in accordance with the State Council Work Safety Committee’s Notice on Conducting Nationwide Work Safety Inspection.
Based on CAAC’s recently published Notice on the Immediate Deployment of Work Safety Inspection in Response to the Notice of the State Council Work Safety Committee, the inspection covers all working entities of the whole industry, which is to be carried out in three stages: July marks the stage of full implementation and self-inspection; August and September mark that of in-depth inspection and all-out correction; and September and October mark that of industry supervision, consolidation and improvement.
This safety inspection will focus on four aspects: first, fulfillment of work safety management responsibility, including the safeguard mechanism for the principal safety responsibility of enterprises; duty performance by major responsible persons; whether work safety responsibility system has been established and effectively implemented, work safety management department has been set up according to law and properly staffed, and necessary safety funding has been ensured; whether the safety management duties of the management are clear-cut, and the set-up of posts and position is appropriate; whether the measures to fulfill the responsibility are viable, etc.; management of the qualification permit and local regulatory duties by the regulator; building of the safety oversight law-enforcement force and realization of their functions.
Second, safety risk control and hazard screening and rectification, including the furnishing of the safety safeguard facilities and equipment as well as management and maintenance by the operating entity, and the identification, evaluation and control of danger sources, etc.; the establishment of an accident and hazard screening and rectification system for self-check, self-correction and self-reporting of the hazards and closed-loop management of the hazards; timely correction of the hazards found by CAAC in the recent industry safety inspection and supervision.
Third, the implementation of the “Three Basics” building requirements by the operating entity. Specifically, whether the qualification management and training for holders of key posts are put in place; whether the “Three Basics” building really extends to the working unit, and safety pressure passed on to every employee; and how is the professional proficiency training, education on safety concepts and implementation of various risk control measures.
Fourth, emergency response management and information reporting, which specifically covers the organizational set-up for emergency response, e.g. emergency response training for frontline employees and their proficiency examination; furnishing of emergency response equipment and supplies; the emergency response coordination and joint-action mechanism for all departments and entities; contingency plan and program for on-site handling; emergency response exercises, etc.; the implementation of the on-duty discipline, such as the undertaking of the duty in post by officials and 24/7 on-duty mechanism for key posts; the implementation of the safety information reporting system; and whether the information flow is smooth or not, etc.
