CAAC Party Group Reviews and Approves General Plan on Reform Deepening Pilot Projects of CAAC Xinjiang Administration19/09/2017

Feng Zhenglin, Party Group Secretary and Administrator of CAAC, presided over the CAAC Party Group meeting on August 15. The meeting reviewed and approved the general plan on reform deepening pilot projects of CAAC Xinjiang Administration.

It was stressed at the meeting that the general plan, which was based on CAAC’s general working guideline of “One, Two, Three, Three, and Four”, analyzed the features and patterns of civil aviation development in Xinjiang and focused on innovative way of thinking and technology support. The plan, which was quite practical and innovative with prominent key points, would assist in solving the difficult, outstanding and deep-rooted problems which constrain the safe development of civil aviation in Xinjiang, fill the gaps in local civil aviation industry, and promote transformation and upgrading of the industry.

The meeting clarified that CAAC Xinjiang Administration would follow the basic principle of combining problem-orientated and target-orientated approaches, combining targets of problem solving and transformation and upgrading, and combining top-level design and grass-roots exploration. It was required that by the end of 2017, these pilot projects would achieve initial results and provide experience for the whole civil aviation industry for reference. CAAC Xinjiang Administration shall continue to make efforts in such key aspects as safety management, new technology application, synergetic development of airport clusters, service improvement, general aviation development and administration of government officials, further promote the development of Xinjiang civil aviation in a safe and scientific way, and improve the government’s performance.

Seven key reform tasks shall be accomplished towards the above objective. First, it is necessary to improve the functions of Xinjiang Civil Aviation Comprehensive Safety Management Platform by enhancing the cooperation with scientific and research institutes, so as to establish a safety database and a statistical analysis model of safety data based on the platform” to monitor the key safety indicators and improve the capability of safety supervision. Second, it is required to implement the “Strategic Plan of Urumqi International Aviation Hub”, promoting the coordinated development of the airport cluster including Urumqi Airport, Turpan Jiaohe Airport, Shihezi Huayuan Airport and Karamay Airport, and improving the hub’s distribution capacity. Third, it is essential to modify the aviation operation pattern in Xinjiang, vigorously promoting the application of PBN and ADS-B technologies, and enhancing the airspace resource support capability in Xinjiang. Fourth, it is required to strengthen the precision service ability in a data-driven way, taking big data utilization and mobile internet as a major platform, monitoring flight operation, slot utilization and passenger satisfaction through the data platform, and sticking to the principle of sincere service. Fifth, it is necessary to build up a meteorological service information sharing mechanism, improving the current meteorological service mode at feeder airports, perfecting the weather warning system in the area, and providing various weather network access and mobile phone apps. Sixth, a new business model of “general aviation plus tourism” shall be cultivated to improve the service of general aviation. Seventh, it is required to set up a regular assessment system to evaluate work progress and performance of officials, conduct comprehensive and quantitative appraisals on merits, capabilities, attendance and integrity, and formulate an effective rewards and punishment system so as to motivate officials to deliver better performance and keep improving their administrative capabilities.

It was required at the meeting that CAAC Xinjiang Administration shall strengthen its organizational leadership, establish an accountability system, and ensure the smooth implementation of the reform plan; CAAC departments and bureaus shall increase their support to CAAC Xinjiang Administration’s reform efforts, offer timely guidance, help solve emerging problems and promote good practices during the reform process; regional administrations shall bring their initiative into full play, analyze the issues during development of their entities and areas under their jurisdiction, determine reform tasks, and strive to deepen the reform.
