CAAC Holds a Special Meeting of Transport Aviation (General Aviation) Committee19/09/2017

On August 18, CAAC held a special meeting of Transport Aviation (General Aviation) Committee in Beijing, which aimed to implement Administrator Feng Zhenglin’s recent requirements on flight regularity, analyze the existing problems in current work of flight regularity, research on and deploy corrective actions, and clarify task assignment. CAAC Deputy Administrator Wang Zhiqing emphasized that departments shall focus on the problems, deepen their understanding in them, collaborate to solve key issues, and strive to improve flight regularity.

Wang Zhiqing addressed that Feng’s remarks on flight regularity at CAAC Monthly Meeting of Safe Operation Situation Analysis is an important guide for our future work which focused on the key issues, made thorough analysis and proposed specific requirement. Civil aviation entities should be aware that the industry’s current support ability has touched the “ceiling” and issues concerning safety and regularity are emerging such as operation management and top-level design, and have to correctly handle with the relationship between safety and development, safety and regularity, and safety and service. He required civil aviation entities to deepen their understanding of Feng’s remarks, and do a better job in flight regularity with a stronger sense of responsibility.

As for recent problems in civil aviation operation, Wang required relevant entities to focus on and solve key issues. First, strictly control the total operation capacity, optimize the schedule of flights, and improve the evaluation of airport and air traffic capacities; second, make a comprehensive review of current standards and regulations, coordinate the relationship between operation standards, safety margin and operation efficiency, and improve the assessment criteria for flight regularity; third, continuously improve support capability, further optimize airspace and route network, expedite ramp operation and management transfer, enhance ground support capability, and establish a performance evaluation system linked with flight regularity; fourth, keep strengthening technical support, increase technical input, promote the application of new technology, and intensify supervision and inspection. He asked the entities to draft their working plans as soon as possible based on their tasks assigned to achieve practical results.

In the end, Wang Zhiqing emphasized that flight regularity is a systematic project which requires civil aviation entities to consider the overall situation, strengthen their internal management, collaborate with their partners, establish accountabilities, enhance supervision and improve safety and operation efficiency.
