CAAC to Further Coordinate and Promote the Development of Airport Collaborative Decision Making (A-CDM)21/09/2017

CAAC has recently issued the Notice on Further Coordinating and Promoting the Development of Airport Collaborative Decision Making (A-CDM) (hereinafter referred to as the Notice), requiring all entities across the industry to further coordinate and promote the development of airport collaborative decision making (A-CDM). Specifically, the Notice requires all airports with a passenger throughput of over 30 million to link their A-CDM data with the operational data-sharing platform of CAAC Operation Monitoring Center and the ATM CDM system by the end of 2018, to realize the sharing of information across airports, airlines, ATM units and regulatory bodies.

The Notice states that the A-CDM system development is a project led by airports with the participation of airlines, ATM authorities and other relevant units. As part of the efforts to build an airport support and management system for improving the efficiency of ground operations, the project is aimed for enabling a more timely and effective sharing of information among airlines, airports, ATM entities and other departments. By optimizing the use of resources and improving the predictability of time points, it is able to ensure the smooth flow of information among all units, fully mobilize resources, and improve resource use efficiency and the overall operational efficiency of the airport, especially the airport’s operational efficiency on the ground and its ability to rapidly respond to and handle massive flight delays. At present, major busy airports in other countries have all built up A-CDM systems that are tailored to the airport’s development needs and have played an important role in the business development of the airports.

The Notice requires that by 2018, any airport with a passenger throughput of over 30 million should have put in place an A-CDM system which should be connected with the operational data sharing platform of CAAC Operation Monitoring Center and the ATM CDM system. Airports where A-CDM systems have been put in place should further integrate existing data and improve data collection and processing to enhance the integrity, accuracy and timeliness of data; airports where A-CDM system are being built should pick up the pace; and airports that have not yet worked on A-CDM should started the process as soon as possible. Any airport with a passenger throughput of 10-30 (exclusive) million should have put in place an A-CDM system by 2019 and have it connected with the operational data sharing platform of CAAC Operation Monitoring Center and the ATM CDM system. Airports with a passenger throughput of less than 10 million should, based on their own circumstances and practical needs, maintain close coordination and communication with airlines, ATM authorities and other relevant units in data transfer, integration and sharing, to lay a solid foundation for the overall enhancement of resource use efficiency and operational efficiency.

CAAC requires CAAC regional administrations and regulatory authorities to strictly implement their regulatory responsibilities and step up supervision and inspection on the implementation of responsibilities and coordination among the participating units, to ensure that the system development progresses in a smooth and orderly manner.
