From September 20 to 21, the Conference on Integrated Development of Civil-military Airports and Promotion of New Technologies at Airports was convened in Chengdu jointly by CAAC and the Air Force, under the theme of integrated utilization of airport technologies to promote coordinated civil-military aviation development. The conference highlighted implementing the guiding principles of important speeches of President Xi Jinping on civil-military integration in an in-depth manner, learning from successful experience of the integrated development of civil and military airports, and pooling together and promoting new technologies for civil and military airports, and further masterminding new ways and measures for integrated civil-military aviation development, in order to continuously inject new vitality into national economic growth, defense building and building China into a strong civil aviation power. CAAC Deputy Administrator Dong Zhiyi and Zheng Xuexiang, Director General of Logistic Department of Air Force attended and addressed the conference.
The conference reviewed and adopted the Constitution of the Committee of China Bird Strike Prevention, Interim Provisions on the Special Civil Aviation Professional Qualification of Military Airport Support Staff, and Interim Provisions on the Award and Notification of the Implementation of Civil-Military Integration Mechanism, and studied the Provisions on the Use of Civil Airports by the Air Force. The conference reviewed the in-depth integrated development of civil and military aviation over recent years in the form of a documentary, notified the results of operation support inspection of civil-military airports, and made arrangements on the key work of civil-military integration in 2018. Some civil airports and air force airports and stations made presentations on the experience and actual effects of new technology application, and promoted new technologies including control and prevention of UAV, detection of FOD and prevention of bird strike.
Up to now, there are 64 civil-military airports operating in China, accounting for 28% of all domestic transport airports, among which 59 are civil-air force airports, registering a share of over 92%. In recent years, civil and military authorities jointly developed the Opinions on Strengthening the Management of Support Work at Civil-Air Force Airports, and carried out pilot projects at airports of Wuxi and Lhasa, and as a result developed 17 items of work mechanism that can be used, copied and promoted. Both sides developed and issued 3 program documents in terms of civil-military airport management and prevention of bird strike, streamlined 252 items of differences in 7 areas including nav-aid lighting, firefighting at airports and surface markers etc. Civil airports of Bangda, Ali, Lincang, Baoshan, Kashi and Korla offered great support for military exercise, taking solid steps towards civil airports as backups for the military, building the staunching pillars underpinning the in-depth development of civil military aviation, and realizing the good transformation from the “Journey of Shared Vision” to the “Way of Solid Integration” then to the “Win-win Situation”.
Over 150 people from CAAC, Air Force and State Forestry Administration participated in the conference.
