Civil Aviation Airworthiness Certification Work Symposium was held in Beijing on October 27. The work symposium disseminated the important instructions of national central leadership on civil aviation airworthiness certification work, and inaugurated Airworthiness Certification Center of CAAC. Feng Zhenglin, Administrator of CAAC, attended the symposium and underlined that the guiding principles of the 19th Party Congress should be implemented as the guidance to remain true to the original aspiration, endeavor to fulfill the mission, enhance confidence, overcome difficulties and be brave to make breakthroughs, so as to create a new situation for civil aviation airworthiness certification work. CAAC Deputy Administrator Li Jian presided over the symposium.

Feng Zhenglin pointed out that the 19th Party Congress that just successfully concluded has clearly outlined the overall blue print and timeline for the realization of the two centenary goals, which means higher requirements for airworthiness certification. The establishment and operation of the Airworthiness Certification Center of CAAC marks significant measures and system and mechanism guarantee of CAAC’s Party Group to implement the guiding principles of the 19th Party Congress. Officials and staff of the airworthiness system should earnestly learn and implement the guiding principles of 19th Party Congress as the guidance, Xi Jinping Thought of Socialism with Chinese Characteristics in the New Era as the instruction and the building of China into a country with a strong civil aviation as the target, working hard to make up for the weak links, improve airworthiness certification capabilities and shoulder the mission and responsibilities on civil aviation airworthiness certification bestowed by the new era with high sense of mission and responsibility.

Feng Zhenglin pointed out that civil aviation airworthiness certification work in China has been booming, as airworthiness certification organizations developed from scratch, airworthiness certification system grew from small to large, airworthiness certification capabilities kept strengthening and the airworthiness work featured increasingly important function in serving national development strategies and the drive of a civil aviation power. The concept of airworthiness has been successfully established and implemented as domestic civil aviation industrial enterprises experienced the historic transformation of attitude from “mandatory” to “voluntary” towards aircraft type certification; airworthiness certification organization system is improved with the establishment of an administrative supervision system consisting of CAAC Department of Aircraft Airworthiness Certification, CAAC regional administrations and airworthiness divisions of safety supervision and management bureaus, and a implementation system with the airworthiness certification centers as the lead; airworthiness certification capabilities have been steadily strengthened, as CAAC is by far capable of certifying large aircraft of MA60, ARJ21 and C919, and competing with advanced countries and regions regarding airworthiness certification in certain fields with the signing of China-U.S. bilateral airworthiness implementation procedures and negotiation on China-EU bilateral airworthiness implementation procedures attaining practical progress. Feng emphasized that airworthiness certification capabilities will have a direct bearing on the realization of the strategic goal of building China into a country with a strong civil aviation industry, and will also impact China’s leadership and say in international civil aviation standard and rule-making. Therefore, fully understanding the importance of airworthiness certification in the new era and improving airworthiness certification capabilities meets both the urgent needs to boost China through science and technology, to conform to the great trend of international civil aviation airworthiness development and the internal demand of building China into a country with a strong civil aviation industry.

On the symposium, the person in charge of the Airworthiness Certification Center of CAAC reported on the reform and development work of the center, and representatives from Aviation Industry Corporation of China, Commercial Aircraft Corporation of China Ltd., and Chinese airlines made presentations on civil aviation airworthiness citification building and aviation industry development. Relevant persons in charge from CAAC departments, regional administrations, affiliated public institutions, Beihang University, Nanjing University of Aeronautics and Astronautics, Northwestern Polytechnical University, Air China, China Eastern Airlines, Hainan Airlines and Chengdu Airlines also attended the symposium.
