2018 National Aviation Safety Work Conference Held07/02/2018

On December 28 and 29, the 2018 National Aviation Safety Work Conference was held in Beijing. CAAC Administrator Feng Zhenglin attended the conference and made a speech, while CAAC Deputy Administrator Li Jian reported on aviation safety. Dong Zhiyi, CAAC Deputy Administrator, presided over the meeting and delivered a closing speech. Also present at the conference was Wang Zhiqing, CAAC Deputy Administrator.

In his safety work report, Li Jian pointed out that in 2017, the entire industry firmly guarded the bottom line of ensuring civil aviation safety, adopted a zero-tolerance policy toward hidden safety hazards, and maintained a stable momentum in operation safety while ensuring the rapid and sustained development of the industry. It is estimated that the whole year will register a total of 10.59 million hours in air transport, involving 4.36 million flights, YoY increases of 11.6% and 10.1% respectively. This will be first time the total annual air transport exceeds 10 million hours. No air transport accidents occurred and all safety indicators were better than expected. To date, air transport has been operating safely for 88 consecutive months, covering a total of 56.7 million flight hours and safely transporting 2.93 billion passengers. Aviation security has been maintained for consecutive 15 years.

The meeting made clear the basic guiding principles and main objectives of civil aviation safety in 2018.

The basic principles guiding the 2018 work on aviation safety are as follows: under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, follow the guiding principles of the 19th National Congress of the CPC and the Central Economic Work Conference, firmly foster the concept of safe development, vigorously promote the “supremacy of life and safety first” thought, fully implement "one-two-three-three-four" principles guiding the overall work on civil aviation, further strengthen the "three basics" construction, further promote governance according to law, further improve the risk prevention and control mechanism and the hidden risk management mechanism, and strive to enhance the capability of providing comprehensive safety support, so as to ensure flight safety in the process of building China into a civil aviation powerhouse in the new era.

The main objectives of the work on aviation safety in 2018 are to: eliminate major and extremely serious human-induced air transport accidents, prevent hijacking, bombing and other onboard terrorist incidents, prevent serious human-induced aviation security accidents, and prevent major aircraft ground accidents and extremely serious aircraft maintenance accidents.
