CAAC recently issued Implementation Program for the Plan on Promoting Innovative Talents in Civil Aviation Science and Technology (hereinafter referred to as Program). The Program laid out that a batch of high-level science and technology innovative talents and teams should be cultivated both inside and outside the civil aviation industry through innovating system and mechanism, optimizing policy environment, strengthening support measures, thereby offering strong talent support for continuous promotion of science and technology innovation capabilities of the civil aviation industry.

The Program specifies the basic requirements, procedures and ways for the selection of science and technology innovative leading talents, science and technology innovative top-notch talents as well as science and technology innovative teams in some key areas of civil aviation.

Besides, the Program identifies that the major areas of science and technology innovation in the civil aviation industry include civil aviation safety, airworthiness certification, flight technologies, aircraft maintenance, airport projects, air traffic management, management of airport operations, management of airlines’ operations, informatization and information security, general aviation, aviation fuel and aviation medicine.
