In order to implement relevant policies of CAAC on promoting general aviation development, take a further step towards ideological emancipation and mindset transformation, and fundamentally solve the policy impediment that hinders general aviation development, CAAC Deputy Administrator Li Jian led a survey team to Shenzhen to carry out an inspection on general aviation development on April 12.

The survey team had on-site experience of the fast and convenient short-haul transport by helicopter, exchanged views with personal-use flight enthusiasts and organized a survey seminar on general aviation development.

Li Jian pointed out that the development of general aviation, to some extent, shoulders multiple functions of adjusting national industrial structure, transforming economic growth model, nurturing a new economic growth engine and consolidating national security, and is closely related to industrial transformation and upgrading, unleashing of consumption potential, promotion of economic development reform in quality, efficiency and driving force, and realization of the strategic target of building a strong civil aviation power. Although a consensus has been reached among all sectors of society on promoting fast growth of general aviation, the industry still faces prominent problems of policy impediment, over-regulation, difficulty in plan approval and shortage of airspace available, therefore it needs to future liberalize mindset, deepen reform and fundamentally solve the policy issues that hamper general aviation development, so as to meet to urgent demand of the industry and the people, and to unleash the great productivity of the general aviation industry.

During the meeting, representatives from general aviation enterprises introduced, according to their own operation experiences, development potentials of general aviation in central south of China, in particular, the market prospect of short-haul transport by helicopters and market demand for personal-use helicopters in the Pearl River Delta. CAAC Central South Regional Administration introduced implementation of the pilot project on combining certification of CCAR-135 business certificate and operation certificate and next-step measures to facilitate general aviation development. CAAC departments respectively introduced their recent efforts in promoting general aviation development, and provided feedbacks and answers to comments and suggestions and questions raised by general aviation enterprises. Shenzhen Municipal Government expressed that Shenzhen highly values development of the general aviation industry, and has the conditions, foundation and willingness to grant great support on policy, capital and land to general aviation enterprises.
