Li Jian Carried out Inspections of General Aviation Pilot Projects and General Aviation Airports in Heilongjiang25/06/2018

Li Jian on a Site Survey at Longzhen General Aviation Airport and Gave His Instructions on the Construction and Use Standards of Ground Refueling Equipment

In order to enhance the implementation of “streamlining administration, delegating more powers and optimizing services”, secure the achievements of general aviation pilot reform projects and advance the comprehensive reform of general aviation industry, from June 4 to 6, CAAC Deputy Administrator Li Jian led an inspection team and visited Harbin and Wudalianchi in Heilongjiang Province for inspections of general aviation pilot projects and general aviation airports.

The inspection team offered guidance for the joint certification of two certificates for Yongxiang General Aviation Company, viewed the demonstration flights on site, inspected Wudalianchi and Longzhen general aviation airports, visited Heilongjiang general aviation service station and Beidahuang General Aviation Company, and held an investigation symposium on general aviation in northeast region. Li Jian also issued the Part 135 operation certificate for Beidahuang General Aviation Company.

Li Jian indicated that CAAC, focused on problems, has given priority to general aviation administrative supervision and pilot innovation, abandoned inappropriate concepts and policies, adopted new ideas and measures to adapt to the rapid development of general aviation, and issued over 60 reform policies and measures to streamline administration, delegate more powers and optimize services which have received initial results. However, there are still three major problems facing general aviation. First, there are many complicated procedures of administrative examination and approval which take a long time. Second, the number of general aviation airports is very limited, the construction standards are too high, and a lot of general aviation airports have not been certified. Third, airport charges are high, thus general aviation enterprises shoulder a very heavy burden.

As for promoting the pilot project experience and leading the comprehensive reform in general aviation, Li Jian proposed four requirements. Firstly, the awareness of the significance of developing general aviation shall be further deepened. Secondly, opportunities shall be seized to further consolidate and promote pilot achievements. Thirdly, regulations shall be revised and media promotion and training shall be enhanced. Fourthly, the entry threshold shall be further lowered so as to allow a wide participation in the general aviation industry.

During the inspection, Li Haitao, Executive Vice Governor of Heilongjiang Province, met with Li Jian. He stated that local governments will continue to provide strong support in policies, funds and communication with the military, advance the development of general aviation, and strive to make Heilongjiang Province a pioneer in implementing the strategy of “common development of both transport aviation and general aviation”.
