On July 3, CAAC Deputy Administrator Wang Zhiqing led a survey group to the Systems Engineering Research Institute of China State Shipbuilding Corporation (CSSC), and held talks with Sun Wei, the Vice President of China State Shipbuilding Corporation Limited. They have exchanged in-depth views on promoting the development of general aviation industry through cooperation. Also present were CAAC Chief Engineer and heads of relevant CAAC departments.
Wang Zhiqing and the delegation successively visited the Smart Ocean Engineering Laboratory, Maritime Information System Laboratory and Key Laboratory of Aviation Command and Support, under the Systems Engineering Research Institute of CSSC, to have a detailed understanding of the efforts made by the Institute to develop the general aviation operational support and service provision system, the aviation support system, the general aviation cloud service provision system, the helicopter operation service provision system, and the aviation emergency rescue system.
Wang Zhiqing indicated that the Systems Engineering Research Institute of CSSC is highly competent in the research and development of the general aviation operational support system, and has accumulated rich experience in practical operation. Currently, CAAC has established the principles guiding the safety development of general aviation, which are “combining power delegation and tightened oversight, prioritizing power delegation, and carrying out categorized management”, to promote the transition in the regulation of general aviation industry from CAAC regulation to regulation by local governments and from regulation by the industry to the regulation by the society. Wang hoped that cooperation between CAAC and CSSC could be strengthened in the future to accommodate the practical needs of both sides. According to the principle of market orientation and government guidance, full play shall be given to the decisive role of market in resources allocation in an effort to promote in-depth and integrated development of civil-military aviation, and to create an enabling environment for general aviation.
Sun Wei said that general aviation is an emerging strategic industry, and a typical industry suitable for civil-military integration. Currently, China’s general aviation industry is still in its infancy. CSSC will take into consideration the needs of civil aviation industry, and increase investment in industry R&D, focusing on the R&D and building of operational support systems for general aviation. He also hoped that CAAC could lend more policy guidance and support for CSSC, and that the two sides could establish a communication and cooperation mechanism to promote the development of general aviation industry chain of CSSC.
