On July 6, CAAC held, at the construction site of the terminal building for Beijing New Airport, a mobilization rally aiming at addressing the difficulties encountered during the construction and operation preparation for Beijing New Airport, and issued a Comprehensive Overall Project Schedule Management and Control Plan for the Construction and Operation Preparation for Beijing New Airport (Comprehensive Management and Control Plan) to ensure that the new airport will be completed in construction by June 30, 2019 and put into operation on September 30. CAAC Administrator Feng Zhenglin attended the mobilization rally and emphasized that the Beijing New Airport is being built by an invincible contingent of responsibility-assuming, nuts-cracking, and trustworthy workers. The next step is to give full play to the work style of continuous diligence, enhance the confidence of winning a decisive battle, and focus on key activities, coordination and cooperation, as well as truth-seeking and pragmatism, in an effort to secure a decisive victory in ensuring a high level of safety, project schedule and smooth operation preparation, and strive to achieve the operation of the new airport on schedule. CAAC Deputy Administrator Dong Zhiyi presided over the rally which was also attended by CAAC Deputy Administrators Wang Zhiqing and Lyu Erxue, and representatives from Beijing and Hebei Province, and from various civil aviation project construction and operation preparation entities.
As a major national landmark project planned by the Party Central Committee and the State Council, the Beijing New Airport represents a new source of power driving China’s development and serves as a guidance for the construction and development of civil airports in China. On February 23, 2017, during his trip to the project site, President Xi Jinping greeted the construction workers and expressed his desire to build the Beijing New Airport into a high grade, exemplary, safe and clean project. In order to ensure the full operation of Beijing New Airport on September 30, 2019, the Leading Group on the Construction and Operation Preparation for Beijing New Airport and the Command Center for the Construction of Beijing New Airport developed in conjunction with Tongji University a Comprehensive Management and Control Plan, which covered the construction plan for the remaining works, the plan for acceptance inspection preparation and facilities handover, the plan for operation preparation and acceptance inspection, and other relevant special plans, sorted out 41 key issues, identified 366 planning milestones, and clarified the “road map, timetable, workbook and responsibility list” for the construction and operation preparation for Beijing New Airport.
Feng Zhenglin said that since the start of construction in December 2014, steady progress has been made in the execution of the main structure project and parallel projects at Beijing New Airport, and a good start has been made for the preparatory work for airport operations. As a result, a soon-to-be-finished modern international hub airport has already been presented to the world, a full manifestation that the Beijing New Airport is being built by an invincible contingent of responsibility-assuming, nuts-cracking, and trustworthy workers. He also pointed out that, to ensure the operation of Beijing New Airport on schedule, it is necessary to give full play to the work style of continuous diligence and secure a decisive victory in ensuring a high level of safety, project schedule and smooth operation preparation.
Feng Zhenglin emphasized that the construction of the Beijing New Airport has entered a critical period in overcoming the difficulties facing the key milestones, a treacherous period in ensuring construction safety and a critical period in conducting operation preparation. It is therefore essential to prioritize the construction efforts, strengthen the confidence of winning a decisive battle, and focus on key activities, coordination and cooperation, as well as truth-seeking and pragmatism, to strive to achieve the operation of the new airport on schedule.
Representatives from China Eastern Airlines, China Southern Airlines, China National Aviation Fuel Group, CAAC ATM Bureau, Beijing Capital International Airport Co., Ltd and CAAC North China Regional Administration delivered speeches at the mobilization rally, stating clearly that they will enhance confidence, assume responsibilities, and focus on implementation, to fully advance various tasks.
According to the overall objectives of the Comprehensive Management and Control Plan, the new airport north line expressway will be open for traffic in December this year; the ground refueling facilities should be ready in April next year; and the new airport expressway will be ready for traffic in June next year. In September 2019, Beijing's new airport and auxiliary projects will be officially put into operation; the core work area, life service area, freight area and supporting facilities in the phase I will be in use for China Eastern Airlines and China Southern Airlines; the Beijing-Xiongan inter-city high-speed railway will be operational; meanwhile, the new subway line linking downtown Beijing and the airport, the new airport expressway and north line expressway will all be in use.
Related entities have been urged to go all out to press ahead with construction work and preparation for operation at the same time. The participating entities were assigned clear-cut responsibilities and took tough measures in fulfilling their responsibilities, in an effort to fully promote the smooth execution of various activities. In terms of project construction, as of now, some 92 percent of the earthwork in the movement area and 42 percent of road projects have already been finished; the construction of the concrete structure and the steel grid structure in the terminal area has been successively completed; the main structure of the viaduct to/from the airport has been fully built and will be open for traffic in September; the facilities of China Eastern Airlines and China Southern Airlines are being constructed smoothly and are scheduled to be put into use before September 2019; the west air traffic control tower will be finished in June 2019, and the construction of the east tower is under full swing. In terms of preparatory work for operations, related units are urged to push ahead with work on personnel training, management mode research, organizational structure research, aviation business research and the development of a manual on airport operation, while taking into serious account of the new airport construction schedule.
