In order to implement the requirements of “safeguarding the bottom line of ensuring civil aviation safety and adopting the principle of zero tolerance to hidden safety hazards”, CAAC issued the Notice on the Immediate Launch of the Industry-wide Safety Inspection (the Notice) on July 23. It is decided in the Notice to carry out a three-month safety inspection in the whole industry from July 23 to the end of October.

This industry-wide safety inspection to be carried out at all production and operation units in the industry, will involve in-depth self-inspection, self-correction, supervision and review mainly in five areas, namely organization and leadership, work style, education and training, operational control and emergency management.

According to the Notice, on the top of self-inspection and self-correction, regional administrations of CAAC will carry out oversight and inspection of the enterprises and public institutions concerned. Regional administrations roll out the inspection plans for the regions within their jurisdiction and organize and carry out inspections. Enterprises and public institutions should carry out comprehensive safety inspection in line with the detailed arrangement by regional administrations. In addition, CAAC will form a supervision working group which will be sent to the North, Central-South and Southwest regions. In addition to the oversight and inspection by regional administrations, the CAAC supervision working group will conduct its supervision mainly on Air China, Shenzhen Airlines and Tibet Airlines, and conduct, as appropriate, supervision in other regions.

The Notice emphasizes that all units should focus their efforts in four aspects during this safety inspection. First, great importance should be attached to safety inspection. Second, safety inspection should be carefully organized. Third, the building of the “three basics” should be highlighted to establish a long-term mechanism. Last, relevant information should be submitted in a timely manner.
