From September 12 to 13, the Second Chinese Airport Development Forum and the Exhibition of Airport Facilities and Equipment co-hosted by China Civil Airports Association, Changsha Municipal People's Government, and IATA was held in Changsha, Hunan Province. Deputy Administrator of CAAC Dong Zhiyi attended the opening ceremony and delivered speech. More than 400 delegates from both foreign and domestic airport industries and from relevant fields attended the forum. They have discussed the achievements of airport industry made in the 40 years of reform and opening up, shared construction and innovation experience regarding safe, green, smart, and culture-oriented airport, discussed the future trends, and talked about development strategies to open up a new chapter of high-quality civil aviation development.

Dong Zhiyi pointed out that in the past 40 years of reform and opening up, a modern and comprehensive national airport network of hub airports, trunk airports and regional airports has taken its initial shape, featuring differentiated development, division of labor, reasonable layout and smooth connection. This network has become an important part of the national integrated transportation system and provided strong strategic support to build a strong civil aviation powerhouse.

Focusing on the theme of this forum, Dong Zhiyi put forward five suggestions. First, the new era of airport development should be grasped accurately. For civil aviation, this new era means high quality development. In order to meet the diverse and individualized travelling needs of the people, it is necessary to continuously expand the scope of service, provide a variety of services, improve service quality, and create service environment. Also, the leading role of technology and innovation should be given full play, and modern technology should be actively applied to assist industry development, such as to ensure safety, enhance efficiency, help passenger travel, and to support the construction of “four airports”. Second, new requirements of airport development should be properly seized. We need to think out of the box to get a larger picture of this industry and airport, and to take a broader stance for its development. We should always adopt the mindset to serve the national strategy when we are thinking, planning, leading and promoting work concerning civil aviation and airport. The role of airport industry to serve the country's modern economic system, to establish the pattern of opening up to the outside world, to strengthen civil-military integration should be given full play. Third, the new positioning of airport development should be precisely comprehended. Civil airport is public infrastructure, and its value should be user-oriented to focus more on safety, efficiency and service quality, and to solve issues regarding the interest and concerns of the people to truly reflect "cordial service". Fourth, new actions for airport development should be correctly seized. In terms of the goal of airport development, a shift should be made from pursuing quantity to quality; in airport planning and design, the concept of whole process and system should be implemented to comprehensively improve the quality of the project; in airport investment structure, we must promote the diversification of investment entities; in the transformation and upgrading of airport, we must accelerate the promotion and application of new technologies. Fifth, the new development of civil airport should be accurately grasped. The development of civil airport in a new era is mainly reflected in the improvement of civil airport function, the significant enhancement of safety guarantee capability, the marked increase in operational efficiency, and the significant improvement in passenger travel experience.
