On September 12-13, CAAC Deputy Administrator Li Jian led a supervision team to Xiamen Airlines to conduct safety supervision, and to examine the implementation of safety rectification after the August 16 incident. The supervision team conveyed the important spirit on civil aviation recently instructed by the Party Central Committee and the State Council. It is required that the safety development work arranged by the Party Group of CAAC should be fully implemented, political responsibility should be strengthened, ideological understanding should be enhanced, key problems should be detected, and rectifications should be vigorously implemented. The red line of honesty should be safeguarded, and the bottom line of regulations should be reinforced.

The supervision team conducted on-site supervision regarding the organization, leadership responsibility, flight team stability, foreign pilot management, and operational risk management of Xiamen Airlines, and held conversations with cadres and employees. During the group supervision, the five groups of general affairs, operational supervision, flight, maintenance, and transport carried out spot checks on part of the flights of Xiamen Airlines without prior notice or warning, with no reports and no reception, and went straight to the working site.

Judging from this safety supervision, the main problem facing the industry currently is the four relationships of safety and development, efficiency, normality and service, which can be reflected in the superficial pursuit of scale and speed, the biased performance evaluation indicators, the weak "three basics", the inadequate investigation of safety hazards, and the weak awareness of the responsibility of operational risk management and control, also, the technical assessment and regulatory training of foreign pilots should be strengthened.

According to the work arrangement of safety inspection, CAAC established seven safety inspection teams led by members of the Party Group, Chief Engineer and Inspector General of Aviation Safety. In addition, special supervision teams were set up to carry out on-site supervision in Air China and Capital Airlines.
