CAAC Issues the Overall Plan for the Development of Low-Altitude Flight Service Support System06/11/2018

To facilitate low-altitude airspace management reform and promote the development of the general aviation industry, CAAC has recently issued the Overall Plan for the Development of Low-Altitude Flight Service Support System (hereinafter referred to as the Plan). According to the Plan, a low-altitude flight service support system will be put in place that consists of one national information management system, seven regional information processing systems and a batch of flight service stations.

The Plan contains 25 articles in seven chapters, which clearly sets out the four major principles for system building to follow: overall planning and top-level design; classification of management and service; data-sharing and information connectivity; industry guidance and social management. According to the goals, by the year of 2022, a three-tier low-altitude flight service support system consisting of national information management system, regional information processing systems and flight service stations will take its initial shape. Effective services such as flight planning, aviation information, meteorology, flight information, alarm and assist in rescue will be provided to flight activities in low altitude airspace. By the year 2030, the low-altitude flight service support system will fully cover areas where aircraft can fly freely after reporting their flight plans in advance, areas under surveillance, and general airports, and complete functions and services can be provided.
