In order to fully implement the strategic idea of the Central Party Committee, State Council and CPC Central Military Commission regarding in-depth integrated civil and military development, to accelerate the realization of active, comprehensive and precise integration of civil and military aviation development in the airport field, and to better advance national defense building and local socioeconomic development, CAAC Deputy Administrator Dong Zhiyi together with Head of Air Force Logistics Department Zheng Xuexiang led a team of officials from CAAC and the Air Force to Hubei and Jiangxi for joint inspection on integrated development of civil and military airports from October 29 to 31, the second joint inspection this year.

The working group inspected the operations at Ganzhou Civil-Military Airport, reviewed measures and practices related to runway incursion prevention and airport obstacle clearance management, and examined the implementation of the provisions included in the documents on integrated civil and military aviation development. They also carried out on-site inspection on airport environment, obstacle clearance and surface facilities at two air force-managed airports of Zhongxiang Airport in Hubei and Xincheng Airport in Jiangxi, and discussed with local governments on practicality of transferring air force-managed airports into civil-military airports. On October 31, the working group held a meeting in Ganzhou of Jiangxi on integrated development of civil and military aviation during which they listened to work reports from local governments and others civil and military aviation related units, and had in-depth discussion on major issued encountered in the integrated development of civil and military aviation. In the meeting, Vice Governor of Jiangxi Province Wu Xiaojun introduced the integrated development of civil and military aviation in Jiangxi, and shared his opinions and comments in this regard. Deputy Administrator Dong Zhiyi and Head of Air Force Logistics Department Zheng Xuexiang made important speeches respectively, and gave instructions on further promoting integrated development of civil and military aviation.

Deputy Administrator Dong Zhiyi pointed out that we should strengthen consensus on integrated development, unswervingly promote the in-depth integrated development of civil and military aviation; strengthen coordination and sharing of resources, strive to break new grounds for coordinated development of military and civil airports; and strengthen the awareness of risk management and control, and strive to improve operational safety and security of military-civil airports. Zheng Xuexiang stressed that we should strengthen top-level design, build a development layout for in-depth civil and military integration with resource sharing; strengthen demand integration, build an airport security system that is mutually dependent and mutually supportive; and adhere to the innovation-driven approach, and shape an operation normal for military-civilian airports that is safe, efficient, orderly and compliant.

Inspection on integrated development of civil and military airports is one of the important inspection tasks in 2018. The inspection team has visited 7 airports in 8 cities in Xinjiang, Yunnan, Hubei and Jiangxi, with Jiangxi being the last stop of the inspection tour.
