On November 9, the Airline Operational Risk Management Seminar was held in Beijing. The meeting stressed the importance of fully implementing President Xi Jinping’s instructions on civil aviation safety, sparing no efforts to prevent and control operational risks and give full play to the key role of operational control as the core of airlines’ operational risk management, so as to make greater contributions to the high-quality development of civil aviation and the initiative of building China into a civil aviation power. CAAC Deputy Administrator Li Jian attended the meeting and delivered a speech.
Li Jian pointed out that to improve the risk management ability of the operating system is a rigorous measure to implement the requirements of President Xi Jinping, and is an important guarantee for the continued safety of civil aviation, and that sharing China’s experience in operational control is a concrete practice of the strategy of building the country into a civil aviation power. He said a problem with the operational control efforts of airlines today is that they are not commensurate with the development situation and tasks, which is reflected in the positioning deviation, inadequacy in implementation of responsibilities, and insufficiency in decision support as well as risk management abilities.
Li Jian demanded that all airlines should be aware that the core of operational control is risk control, and that “controlling risks and ensuring safety” should be made the top priority of operational control. He said efforts should be made to address the incompatibility between operational control and the development situation by focusing on the three aspects of capacity building, system contruction and mechanism development, so as to promote the high-quality development of airlines’ operational control systems.
Li Jian emphasized that the solution to the problem faced by operational control requires the hard work of airlines themselves, and the support from the external environment, especially the support of airports and air traffic control units. These three parties should, with focus on the development of operational information support capability, further strengthen support and cooperation in operations, accelerate the realization of operational data sharing, and build up an efficient and smooth operation support mechanism to solve problems such as limited access to information, poor coordination and insufficient support for operations, so as to ensure safe and smooth flight operations.
Persons-in-charge of the various departments of CAAC, Regional Administrations and Safety Supervision Bureaus, and heads of various air transport enterprises, China Academy of Civil Aviation Science and Technology, Civil Aviation University of China, flight colleges and schools, etc. attended the meeting. During the meeting, Air China, China Eastern Airlines, China Southern Airlines introduced their operational risk management status and improvement plans. The Central South Regional Administration and the Yunnan Safety Supervision Bureau introduced the daily supervision of airlines’ operational management within their jurisdiction, and Boeing and Airbus introduced aircraft monitoring. The participants had a heated discussion and exchange on how to further promote the high quality development of operationl control systems.
