Implementation Opinions on Deepening Green Development of Civil Aviation (hereinafter referred to as "Implementation Opinions") was issued lately in order to unswervingly implement the new vision of development and promote the initiative of Beautiful China. The Implementation Opinions proposes to properly handle the relationship between green development and civil aviation safety, efficiency and service, integrate the concept of green development into all fields and the whole process of building a civil aviation power, focus on the people’s demand for green travel, and establish a new comprehensive model of green development which emphasizes aircraft energy conservation and carbon reduction, air traffic management efficiency improvement and green airport construction. It is essential to break various bottlenecks which constrict civil aviation green development, continuously improve green development of civil aviation, and promote the high-quality development of civil aviation.

The Implementation Opinions proposes to adhere to the basic principles of "ideology transformation, green development", "innovation driving, guidance by standard", "overall advancement, key breakthroughs", "collaboration, participation and common interests", "deepening development in a long-term". It is expected to achieve the goals that “by 2020, the green civil aviation policy, standard and evaluation systems will be initially established; the green and low-carbon operation of civil aviation will be significantly improved; and the green management will be effectively strengthened; by 2035, the green development concept will be widely applied across the industry, the policy, standard, and evaluation systems of green civil aviation development will be completed and matured, the green development industry will develop into an appropriate scale, and the green management will be greatly improved; by the middle of this century, the green development mode and green travel mode of civil aviation will be comprehensively established, and the green management will be world leading”.
