On December 6, CAAC held a seminar on the restructuring of the law and regulation system of general aviation to further push forward the restructuring of the law and regulation system of general aviation and promote the development of the general aviation industry. CAAC Deputy Administrator Li Jian attended the meeting and made a speech. Relevant departments of CAAC and personnel from companies in which the assessment of criteria implementation in general aviation supervision projects are being trailed were also present at the meeting.

At the meeting, person in charge of Department of Policy, Law and Regulation made a working report on the restructuring of law and regulation of general aviation. In 2018, CAAC restructured the law and regulation system of general aviation and identified the framework of general aviation operations and framework of law and regulation of general aviation; listed relevant projects of general aviation in the legislation plan of 2019 and the first draft of five-year legislation planning; made efforts in the assessment of criteria implementation and acted upon the requirements of “combination of deregulation and regulation with the emphasis on deregulation”; arranged for work that needed to be implemented by relevant departments of CAAC in terms of legislation and law enforcement. The participants summarized the previous work related to legislation and law enforcement by focusing on problems in the general aviation supervision list, and reported on the subsequent work plans. The pilot companies of assessment of criteria implementation reported on their progress in work and existing problems.
