CAAC Issues Two Programs for Operation Transfer to Beijing Daxing International Airport21/01/2019

To ensure a safe, smooth and orderly transfer of flight operations to Beijing Daxing International Airport, and to promote a balanced development of dual international hubs in Beijing, CAAC officially issued the Program of Flight Slot Resource Allocation for Operation Transfer to Beijing Daxing International Airport and Beijing “One City Two Airports” Operation (hereinafter referred to as the Allocation Program) and the Program of Resource Coordination During the Phase of Operation Transfer of the “Two Airports in One City” of Beijing (hereinafter referred to as the Coordination Program). The two documents are respectively applicable to domestic airlines and airlines from Hong Kong, Macao and Taiwan regions and foreign airlines, and are valid from the date when Beijing Daxing International Airport comes into operation till March 26, 2022.

The Allocation Program and the Coordination Program have planned the positioning of the “Two Airports in One City” scheme of Beijing. In terms of functions, Beijing Daxing International Airport is positioned as a large international aviation hub, a new driving force for national development and a comprehensive transport hub in the Beijing-Tianjin-Hebei region supporting the building of Xiong'an New District. The airport will achieve a passenger traffic goal of 45 million and 72 million in the year of 2021 and 2025 respectively. Beijing Capital International Airport is positioned as a large international aviation hub and an important composite hub in the Asia-Pacific region, with the core function being to serve the capital. And its current traffic pressure will be alleviated to enhance quality and efficiency, and achieve the goal of 82 million passenger throughput. In terms of development goals, the two airports will form a dual-hub pattern with features of coordinated development, moderate competition and international first-class competency, so as to promote the building of airports in Beijing Tianjin andHebei into a world-class airport cluster.

The Allocation Program and the Coordination Program specified the transfer and operation plan of Beijing Daxing International Airport. China Southern Airlines and its affiliate carriers, China Eastern Airlines and its affiliate, Capital Airlines and China United Airlines will be transferred to the new airport. Air China and its affiliate carriers, Hainan Airlines, Grand China Air and so on will stay in the Capital Airport. China Postal Airlines can operate flights at both airports. Other domestic airlines are given the opportunity to select a preferred base, but they cannot operate flights at both airports. Foreign carriers, and those based in Hong Kong, Macao and Taiwan regions can select a preferred base, or may choose to operate at both airports. Transfer of operations will be carried out in stages according to the principle of safety, stability and order. From the winter season of 2019 to the winter season of 2021, all airlines that should be transferred will complete all the transitions in 5 seasons.
