From January 7 to 8, the 2019 National Civil Aviation Working Conference was held in Beijing. Yang Chuantang, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference and Secretary of the Party Group of the Ministry of Transport, attended the conference and delivered a speech. CAAC Administrator Feng Zhenglin delivered a working report entitled Promoting High Quality Development of Civil Aviation with New Developing Philosophy as the Guidance. CAAC Deputy Administrators Li Jian, Dong Zhiyi, Wang Zhiqing and Lyu Erxue attended the conference.

During the conference, Li Jian reported the important instructions on transport and civil aviation given by Vice Premier Liu He. Liu pointed out that in 2018, the national transport system registered prominent achievements in expanding effective investment, adjusting transport structure, improving industry governance, and cultivating new driving force, which have not come easily. The transport system should follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics, and focuse on building transport that meets people's satisfaction. Efforts should also be made in promoting high-quality development, adhering to the main task of supply-side structural reform, deepening market-oriented reforms, and expanding high-level opening up. It is also necessary to improve the efficiency of transport networks, reduce cost of logistics, and ensure transport safety, so as to solidly promote the building of China into a strong transport power.

Feng Zhenglin pointed out in his working report that 2018 was an extraordinary year in the history of China's civil aviation development. In this year, General Secretary Xi Jinping cordially met with the "Chinese Civil Aviation Hero Crew", and made important instructions on civil aviation for three times, which is a milestone in the history of China’s civil aviation. The year of 2018 marked the 40th anniversary of reform and opening up, during which a series of celebrations were held in the civil aviation industry. The Action Plan on the Building of Civil Aviation Power in the New Era was released, which is of crucial significance for the development of civil aviation. The year was also crucial for the implementation of the 13th Five-Year Plan, and for civil aviation to improve the weaknesses. All aspects of civil aviation have realized new achievements, and all work has reached new level, presenting a new atmosphere.　

The conference pointed out that China's economy has shifted from high-speed growth to high-quality development. Promoting and realizing high-quality civil aviation is an urgent requirement and an arduous task. At present and in the future, civil aviation industry must focus on the fundamental requirements of promoting high-quality civil aviation development when identifying the vision of work, formulating development policies, and implementing macro-control. It is also necessary to further clarify the objectives, tasks, basic elements, path and benefits of high-quality development, so as to strike root in civil aviation.

The conference also put forward the general idea of civil aviation work in 2019, the main objectives of safety work, expected indicators of development and the main tasks.
