2019 National Civil Aviation Safety Working Conference Held25/01/2019

From January 8 to 9, the 2019 National Civil Aviation Safety Working Conference was held in Beijing. The conference fully implemented the instructions on civil aviation given by General Secretary Xi Jinping, and carried out the arrangements of the National Civil Aviation Working Conference. The conference reviewed safety-related civil aviation work in 2018, analyzed the new situation confronting civil aviation safety, and deployed work arrangements on civil aviation safety for 2019. CAAC Administrator Feng Zhenglin attended the conference and delivered a keynote speech. CAAC Deputy Administrator Li Jian delivered a working report on safety.

CAAC Deputy Administrator Dong Zhiyi presided over the conference and made the summary. Deputy Administrators Wang Zhiqing and Lyu Erxue attended the conference. In the working report on safety, Li Jian pointed out that in the past year, the industry has safeguarded the bottom line of safety and deepened the building of the "three basics". A Chinese Civil Aviation Hero Crew emerged and the industry has vigorously promoted the guideline of contemporary civil aviation. The safety operation of the industry was stable and controllable. In the whole year, the industry registered 11.53 million hours of transport flight operation and 4.69 million flights that transported 610 million passengers, up by 8.9%, 7.6% and 10.9% respectively year on year, and the flight regularity rate exceeded 80%.

By the end of 2018, transport aviation has safeguarded flight safety for 100 months in a row, or 68.36 million hours, transporting 3.54 billion passengers, and has maintained security for 16 consecutive years. The 10-year rolling value of fatality of civil aviation per 100 million passenger kilometer in China has dropped from 0.0208 in 2008 to the current 0.0006, less than 1/32 of a decade ago. The 10-year rolling value of major accident rate per million hours has been reduced from 0.25 in 2008 to 0.013, less than 1/19 of a decade ago. Comparing these two indicators with the world’s average, both have lowered from being basically the same as world’s average level a decade ago, to currently being 1/12 and 1/11.

The conference also clarified the basic ideas and main objectives of civil aviation safety work in 2019.
