Data Service Agreement for AMS System Service Platform Signed between CAAC Information Center and China Southern Airlines14/02/2019

On January 28, Civil Aviation Administration of China Information Center (hereinafter referred to as CAAC Information Center) and China Southern Airlines Company Limited (hereinafter referred to as China Southern Airlines) signed the Data Service Agreement for AMS System Service Platform in Beijing, granting data access to enterprise users for the first time after CAAC started to integrate and share civil aviation administrative information systems.

CAAC Information Center, as the developer of online civil aviation administrative platform and an important provider of information service, has played an important role in promoting IT application to facilitate the handling of civil aviation administrative affairs. The AMS system (Civil Airman Medical Certification Management System) is a platform for CAAC to supervise the whole process of airman occupational medical examination and identification, with which standards are better implemented, working procedures optimized and service quality improved, making it more convenient for civil airmen to apply for medical identification and more efficient for CAAC to supervise. Since the system was put into use, the amount of registration and usage has been climing, demonstrating increasing benefits of resource aggregation effect.

According to the agreement, the two parties will carry out cooperation in 14 fields related to business information resource such as core business data interchange, data analysis and use and system operation maintenance. With the interchange of data among systems, China Southern Airlines will precisely receive health data, which could largely improve capabilities to manage flight safety and health risks and enable more convenient IT-backed service, providing important support to improve airman health management at China Southern Airlines and enhance safety management. In the meantime, data connectivity is also helpful for CAAC to fully uncap the potential of existing supervision resources and to improve management efficiency, so that medical identification could better serve as the foundation to guarantee operation safety of the civil aviation industry and provide technical support and information service for the whole industry.

In recent years, CAAC has been dedicated to the in-depth implementation of the deployment and requirement of the Central Party Committee and the State Council on further deepening the reform to delegate power, strengthen regulations and optimize government services. CAAC also carried out the task instructed by CAAC Party Group to further advance civil aviation reform by actively promoting the integration and sharing of civil aviation administrative information systems. By far, 314 information sources and 4827 information items has been completed, among which 1097 items involving 112 information sources could be accessed by the general public. Relevant person in charge from CAAC pointed out that for the next step, CAAC will further expand the scale of data sharing and continue to increase support for growth of aviation enterprises, so as to lay a solid foundation for the high-quality development of civil aviation safety management.
