It is known from CAAC's regular press conference on April 16 that in regard to the passenger plane crash of Ethiopian Airlines 737 MAX 8, CAAC has sent technical experts by request to attend the Joint Authority Technical Review organized by FAA. To resume the operation of the aircraft type, three principles should be held on to, namely the aircraft airworthiness be reexamined, the necessary aircraft modification and pilot training be carried out, and the safety problem detected in the accident investigation be solved, so as to ensure absolute flight safety.

After the Boeing 737 MAX 8 of Ethiopian Airlines crashed on March 10, CAAC has taken the lead to ground the aircraft model and required airlines to suspend the commercial operation of Boeing 737 MAX 8. On March 14, relevant officials of CAAC met with Boeing and learnt about the accidents as well as measures taken by the company. On the 15, Boeing filed an application via FAA to obtain airworthiness certificate validation from CAAC regarding its program to change the design of aircraft flight control system. On the 18, CAAC reviewed the application and established a specialized technical working group to launch the review of airworthiness certificate validation. Complying with the requirements set out in the Implementation Procedures for Airworthiness (IPA), CAAC has adopted a risk-based safety elements evaluation mechanism to conduct comprehensive and in-depth review of its design changes. At present, according to the requirements of airworthiness regulation and in regard to the design of Boeing 737 MAX 8 flight control system and its design changes, CAAC has put forward the issue regarding airworthiness compliance to FAA and Boeing, and is now waiting for reply.
