On April 26 2019, CAAC Administrator Feng Zhenglin and Foreign Minister of Uruguay Rodolfo Nin Novoa, who came to China for the Second Belt and Road Forum for International Cooperation, jointly signed the Memorandum of Understanding on Civil Aviation Transport between Civil Aviation Administration of China and the National Civil Aviation and Aviation Infrastructure Directorate of Uruguay (hereinafter referred to as the MOU), and initialed the air services agreement between the two countries. It has laid a legal foundation for airlines from the two sides to launch routes and open flights as well as to carry out business cooperation, and has provided strong support for economic and trade cooperation and people to people exchange between the two sides.

The signing of the MOU is an important measure taken by China's civil aviation to actively implement the Belt and Road Initiative. It has laid a solid foundation for the extensive and in-depth cooperation between the civil aviation authorities of the two countries and will effectively promote the comprehensive civil aviation cooperation between China and Ukraine within the Belt and Road framework.
