On August 9, CAAC warned Cathay Pacific about major aviation safety risks as Cathay Pacific's recent incidents exposed safety risks and latent dangers.
Recent incidents of Hong Kong's Airline Cathay Pacific such as flight crew being charged for rioting after taking part in violent actions yet still being able to fly, and staff member maliciously leaking flight and passenger information have posed latent dangers that might severely compromise aviation safety, cause harmful influence to society, and increase aviation safety risks of inbound flights from Hong Kong to China’s mainland.
For the purpose of maintaining air transport order, protecting passenger safety, and preventing third parties in the air, on the ground and on the water surface from being harmed by aviation activities, and in line with the principle of zero-tolerance for safety hazards, CAAC has defined three requirements in the safety risk warning to Cathay Pacific:
First, since 0:00 on August 10, 2019, any staff member who takes part in illegal protests, violent actions, and who has overly radical behaviours will be grounded immediately from operating flights to China’s mainland or any other work duties related to air transport of China’s mainland;
Second, since 0:00 on August 11, 2019, Cathay Pacific should submit the information of crew members who fly to China’s mainland or fly over China’s mainland to the operation certification authorities in China’s mainland, and flights will not be accepted without the approval on crew member information;
Third, before 0:00 on August 15, 2019, Cathay Pacific should report to the operation certification authorities in China’s mainland on the measures it has taken to strengthen internal management and improve flight safety and security.
For the next step, CAAC will carry out supervision and disposal on Cathay Pacific in line with laws and regulations in regards to Cathay Pacific's implementation of the aforementioned safety risk warning.
On the same day, CAAC instructed the Central-South Regional Administration of CAAC to meet with Cathay Pacific.
