On September 11, 2019, under the joint witness of Chinese President Xi Jinping and Kazakhstani President Tokayev, CAAC Administrator Feng Zhenglin and Kazakhstan Minister of Industry and Infrastructure Development Roman Sklyar Vasilevich signed the Agreement between the Government of the People's Republic of China and the Government of the Republic of Kazakhstan on Civil Aircraft Search and Rescue in Beijing. The successful concluding of the Agreement marks the further deepening of cooperation on civil aircraft emergency response between the two states, and plays a positive role in giving full reign to the strengths of both sides in search and rescue, so as to provide mutual support, enhance efficiency, and ensuring the safety of people's lives and property.
The Agreement identified the authorities responsible for implementing the civil aircraft search and rescue agreement from the two sides as well as their responsibilities and obligations in case of aircraft distress. It specifies the basic procedures of implementing civil aircraft search and rescue, the principle of information communication and search and rescue cooperation, among others.
At present, China has signed inter-governmental civil aircraft search and rescue agreements with countries such as Russia and Mongolia. For the next step, China will continue to seek the signing of such agreements with other neighboring countries. CAAC has always been committed to the Convention on International Civil Aviation, and will continue to do so to create an enabling environment for cooperation to support China's civil aviation operation around the world.
