CAAC Issues Notice on Assuring Financial Support for the Epidemic Prevention and Control Work to Ensure Sufficient Fund for Epidemic Prevention and Control26/02/2020

In order to fully implement the spirit of President Xi Jinping's important instructions on the prevention and control of Novel Coronavirus Pneumonia (NCP) , and in accordance with the decision-making and deployment of the CPC Central Committee and the State Council, and the unified requirements of the Party leading group of CAAC, CAAC issued a notice on January 30, calling for all entities in the civil aviation system to effectively ensure sufficient fund for the epidemic prevention and control work, so as to provide strong material support for the fight against the epidemic.

CAAC requires that all entities should make overall arrangements for funds around the work of the current epidemic prevention and control, and effectively ensure sufficient fund for the work related to epidemic prevention and control, especially fund for front-line personnel and entities. The work of epidemic prevention and control must not be delayed because of insufficient financial support. Entities under great fund pressure will be subsidized according to their actual situations. Efforts should be made to ensure the smooth flow of funds for epidemic prevention and control work and ensure the smooth payment of funds centrally paid by the national treasury.

CAAC stresses that all entities should actively implement the requirements of the Ministry of Finance on the facilitation of procurement during the epidemic prevention and control period. They do not have to follow the methods and procedures prescribed by the Government Procurement Law when purchasing goods, projects and services related to epidemic prevention and control, and approval is not required for procurement of imported materials. All procuring entities shall establish and improve the internal control mechanism for emergency procurement, and improve the use efficiency of procurement funds and ensure the quality of procurement while ensuring the timeliness of procurement. Relevant procurement documents and credentials shall be kept for future reference.

CAAC requires medical and health institutions at all levels attached to CAAC to implement the relevant subsidy policies for medical personnel and workers engaged in epidemic prevention and control in accordance with related national provisions. All regional administrations of CAAC should pay close attention to the operation of civil aviation enterprises within their jurisdiction, as well as the impact of the epidemic on transport production and economic benefits of the industry, and strengthen pre-research and prejudgment.
