Civil Aviation Makes Every Effort to Prevent and Control the Spread of the Virus during the Post-Spring Festival Travel Rush26/02/2020

With the ending of the Spring Festival holiday, in order to cope with return peaks, CAAC issued a Notice on Doing a Good Job in the Prevention and Control of Novel Coronavirus Pneumonia (NCP) during the Post-Spring Festival Travel Rush on February 2, requiring all civil aviation entities to make further preparations for the prevention and control of NCP while continuing to implement the previous prevention and control measures, to ensure that temperature detection is carried out for all arriving and departing passengers and passenger information registration card is filled in for each and every passenger.

According to the requirements of CAAC, during the epidemic prevention and control period, in addition to carrying out the temperature detection of passengers in accordance with the requirements of local governments, each transport airport should also ensure that temperature detection is carried out for all inbound and outbound passengers, so as not to allow a passenger to go undetected. Timely detection, reporting and handling of passengers with fever is also required.

CAAC stresses that all transport airlines should strengthen the collection of information concerning passengers on domestic flights and should fill in the passenger information registration cards uniformly, and the health declaration by passengers on international flights should be carried out in accordance with the relevant requirements of entry-exit inspection and quarantine entities.

CAAC requires that efforts should be made to strengthen the personal protection of crew members who are involved in front-line operation, aircraft maintenance personnel, front-line supervisors during operations, formulate personnel protection guidelines, and distribute sufficient personal protective products. Airlines shall further improve their working procedures and increase the frequency of thorough cleaning and disinfection of cabins and cockpits, especially the cleaning and disinfection of on-board headphones and handheld microphones; assure cleaning of the air conditioning system of the aircraft, intensify the frequency of inspections and replacements of HEPA; and strengthen the prevention and control requirements for special (chartered) airplanes that are dispatched to carry Hubei tourists stranded overseas back home, conduct health check of the crew members before they begin to work, and provide them with protective products such as goggles (for civil use) and face masks. When performing missions, crew members must make personal protection such as wearing face masks. If any crew member needs to be quarantined, he/she shall do so strictly according to the requirements of epidemic prevention and control. Regional administrations of CAAC shall strengthen training on protection knowledge for front-line supervisors, to ensure that the civil aviation system operate safely without making things difficult for other industries and that all staff are healthy and safe on their posts

At the same time, CAAC suggests that passengers wear face masks, and requires all transport airlines and airports to continue to do a good job in publicity and education on mask wearing through various ways such as on-board broadcasting, and setting up warning signs in terminals.
