CAAC:Dive into the Containment of Outbreak Across the Civil Aviation Industry with Solid Confidence and Determination21/02/2020

On February 5, Party Group Secretary and Administrator Feng Zhenglin of CAAC chaired over a Party Group meeting. The meeting conveyed the message from General Secretary Xi Jinping in his important speech in the meeting of the Standing Committee of CPC Political Bureau and recent instructions on production safety, studied measures for thorough implementation and made deployment on further efforts for outbreak containment and production safety. Party Group Member and Deputy Administrator Li Jian, Dong Zhiyi, Lyu Erxue and Cui Xiaofeng attended the meeting.

The Meeting recognized that at this critical moment amidst the fight against Covid-19, with the Standing Committee of CPC Political Bureau studying further steps to prevent and control the outbreak and General Secretary Xi Jinping delivering important deployment and requirements on work priorities in disease containment and socioeconomic growth, it has injected strong faith and motivation, as well as significant instructions needed to be implemented, to win this battle.

The meeting reiterated that whether or not can we be fully devoted to Covid-19 prevention and control will directly affect life and health of the people, economic and social stability and the opening up progress of the country, and that it is an important test for the mechanism and capability of Chinese national governance. Therefore, departments and units of CAAC must study in-depth the important speech of General Secretary Xi Jinping and the outcomes of the meeting of the Standing Committee of CPC Political Bureau, further lift political perspective and consolidate confidence and determination, resolutely follow the unified deployment of the Party Central Committee and insist on nation-wide holistic approach for outbreak containment, and firmly comply with the centralized command, coordination and dispatching by the Party Central Committee, and in the meantime, fully fulfill all duties in disease prevention and control and practice the “two safeguards” with concrete acts.

The meeting pointed out that a problem-oriented, target-driven and result-focused approach should be adopted to implement disease prevention and control in a pragmatic and detailed manner, in the meantime to maintain strong and orderly work performance by the principle of “conscientious, scientific and calm” in fulfilling the requirements of “ensuring safe production, risks under control and refined implementation”. Further efforts should be made to identify risks for disease prevention and control and research on and develop more precise and effective measures. Current effective measure such as ventilation and disinfection of airports, aircraft and other key areas as well as monitoring of passengers’ temperature should be continued with enhanced surveillance and inspection to eliminate spread of disease via air transport, and in the meantime, additional work should be done to improve access and efficiency in transport of emergency supplies including medicine and medical equipment, strengthen health protection for key staff such as air crew, security screeners and ATC personnel to maintain their motivation and capability, and promote information release and press publicity to broadcast effective protective measures and industry models and stories during fight against the virus. Communication and coordination with civil aviation authorities of countries that have established air links with China should be continued, to urge them to follow the advice of WHO and ICAO that no travel or trade restriction is recommended, and do not impose any government administrative order that requires airlines of their own and China to suspend flight operation. Regarding current difficulties and problems encountered by civil aviation transport enterprises, CAAC should actively engage with other state ministries to research on and implement supporting policies, and Enhance protection of frontline civil aviation staff in addition to fulfilling the actual demand for protective supplies including surgical masks with roles played by Civil Aviation Union under the support of National Joint Prevention and Control Mechanism.

The meeting stressed that the leadership of the Party should be further strengthened by giving play to grass-root party organizations to make difference and party members to develop role models. Departments and units of CAAC should concretely enhance party-building efforts, and carry out in-depth study and implementation of the important instructions of General Secretary Xi Jinping. Leadership and officials at all levels should strive to set good examples of holding positions and fulfilling duties, and to play the “lead goose” by commanding at the frontline. Grass-root Party organizations should actively mobilize their vast number of party officials and members to devote themselves to the epidemic prevention and control effort. Meanwhile, more attention and care should be attached to the frontline staff to help them solve practical issues.

The meeting insisted on that the bottom line of stable and controllable safety performance of civil aviation should not be crossed, and required that it should be reminded even harder that safety is the lifeline of the civil aviation industry at this critical moment of disease prevention and control. Therefore down-to-earth efforts should be made to ensure flight safety and security, flight-by-flight and link-by-link, so that the bottom line keeps untouched. Considering the decline in air traffic during the outbreak control period, spared workload could be used on team training and working style building to work hard on the basics for a good foundation for future; meanwhile analysis on the impact of the outbreak on civil aviation operation should be continued in-depth to develop dedicated measures and advice aiming a favorable condition for operation recovery.

The meeting listened to reports on current efforts of civil aviation to prevent and control the spread of Covid-19 and work plans for the next step. Chief Flight Engineer, Chief Engineer and Chief Inspector of Safety of CAAC and other persons in charge from relevant departments and units attended the meeting.
