General Aviation Aircraft Delivering Important Medical Supplies and Racing Against the Clock in Combating the Disease20/02/2020

At 10:48 on February 7, a general aviation aircraft "Big Brown Bear" landed safely at Luogang International Airport in Hefei, successfully completing the task of the urgent delivery of coronavirus testing kits from Wuhan Institute of Virology, Chinese Academy of Sciences to University of Science and Technology of China in Hefei, saving valuable time for the scientific research of the disease.

At 12:00 on February 6, Hubei Safety Supervision and Management Bureau (SSMB) of CAAC received an urgent transport mission from Hubei Provincial Command of Novel Coronavirus Prevention and Control, requiring a batch of important medical supplies to be transported from Wuhan to Hefei. The command emphasized that the supplies are only valid for 24 hours, and they must be immediately transferred to their destination once leaving the storage.

Upon receiving the mission, Hubei civil aviation made careful plans, organized and coordinated with all parties involved and carried out the mission with high efficiency. Considering the ongoing snowfall in both Hubei and Anhui province and the risk of severe icing along the route, Hubei SSMB finally selected the aircraft "Big Brown Bear" of Hubei Chutian General Aviation that is anti-icing and chose Chen Dengpan’s crew, who were known for their toughness and braveness, to perform this task.

In order to complete this flight mission, Hubei SSMB and the general aviation company jointly prepared for the flight, collected a large amount of data from civil aviation and local meteorological departments, and made an accurate analysis to provide real-time and forecast information in real time, providing strong support for flight safety. The aircraft dispatch and preparation only took five hours.

Meanwhile, the head of Hubei SSMB has taken the lead to establish specialized supporting groups as well as a WeChat group “General Aviation Emergency Transport”. Related personnel stood by 24 hours a day and strived to build a "seamless connection between the Bureau and the Company". In order to get through the "last mile" of the emergency transport mission and ensure the smooth operation, many civil aviation entities including SSMB, the general aviation company, and airports conducted cross-regional communication and coordination to provide maximum convenience for the transport task.

On February 7, under the coordinated support of civil aviation entities, “Big Brown Bear” safely delivered the scientific research materials to Hefei Luogang International Airport after one hour and 13 minutes’ flight.

Afterwards, Hubei Provincial Command thanked the civil aviation system for the rapid respond and the coordinated support given to the fast delivery of emergency materials. Also, special commendation was given to the general aviation for their running against the clock and cooperating with the Provincial Command to deliver materials and testing kits in time, thus saving time for the R&D of new detecting products based on new technology and for using these products in the front line as early as possible.
