In response to the deployment made by the Joint Prevention and Control Mechanism of the State Council on the resumption of work and production, CAAC has recently issued a "Notice on Strengthening Science-based Prevention and Control of Novel Coronavirus Outbreak and Effectively Supporting the Resumption of Work and Production”, requiring all entities in the industry to, based on the “Four Guarantees” requirement of the CAAC Prevention and Control Leading Group, well coordinate epidemic prevention and control work and transportation support work to effectively support the resumption of work and production.
CAAC pointed out that, while continuing to do a good job in epidemic prevention and control, efforts need to be made to ensure the steady and orderly resumption of production, which is of great significance to stabilizing the supply of materials and social expectations and maintaining normal economic and social order. Civil aviation plays a key role in the resumption of work and production, and is also a key link in the fight against the epidemic. All entities in the industry should serve the overall interests of the country, well coordinate epidemic prevention and control work and transport support efforts, be keenly aware of the significance of the resumption of work and production, provide sufficient capacity, and implement effective and science-based prevention and control measures.
CAAC requires that to support the resumption of work and production, airlines and airports need to properly determine the scale and flowing trends of returning passengers, carry out study as soon as possible, improve response plans and reasonably schedule flights.
Regarding the operation safety and epidemic prevention and control, CAAC requires that all entities in the civil aviation industry strictly take responsibility in guaranteeing work safety, always keep vigilant, avoid distraction and slackness, intensify efforts in identification of major safety risks, conduct timely safety awareness education, and organize safety inspections to ensure the safe operation of the industry. Meanwhile, airlines and airports should continue to implement measures such as ventilation, disinfection, body temperature checks, and self-protection. Measures such as disperse sitting of passengers throughout the cabin should be taken on aircraft to reduce the risk of virus spread on board.
CAAC emphasized that at present, the focus of prevention and control work in the civil aviation system is still to enhance protection for front-line staff. All airlines and airports shall prioritize the protection needs of crew, security personnel and other front-line personnel who directly serve passengers, and distribute facial masks, gloves, goggles, thermometer guns, hand sanitizers and other necessary protective supplies according to the characteristics of different types of work.
