CAAC Proceeds Progressive and Orderly Resumption of Major Projects26/02/2020

In accordance with the 2020 construction plan for major projects, CAAC developed a work resumption program for projects under construction in a scientific manner, prioritizing both outbreak prevention and construction safety, so as to progressively and orderly resume construction of major civil aviation projects. As of February 20, 2020, among 81 airport construction projects nationwide, 11 newly started relocation projects for airports including Chengdu Tianfu Airport, Qingdao Jiaodong Airport and Ankang Airport, and 10 reconstruction and expansion projects for airports such as Project Phase III at Hangzhou Xiaoshan International Airport and the supporting terminal and apron project for the satellite hall at Shenzhen Airport have been resumed in succession, with the resumption rate reaching 26% from 17% on February 13, in particular the resumption rate of major national projects being 42%. Meanwhile, CAAC is actively advancing to initiate several newly-started major airport construction projects.

To ensure effective epidemic prevention and control, construction units and all participating parties had enhanced epidemic prevention review before they resumed work, by strengthening epidemic prevention and control education for construction workers, and preparing adequate protective masks, disinfectants and infrared thermometers. After work was resumed, strict access control was adopted at construction sites, applying information registration of construction workers, temperature monitoring, regular disinfection of living places, and sufficient storage of protective equipment to prevent epidemic spread.

Meanwhile, bid for civil aviation projects is also undergoing online in order through the dedicated civil aviation project bidding management system. Since February 3, the public announcement, filing of bid winners and issuance of notifications have been carried out online without being affected by the epidemic. Since February 11, information on bid opening and evaluation of construction projects including Zhuhai Airport, Changchun Airport, Beihai Airport, Hohhot New Airport, Wulanhot Airport, Jieyang Chaoshan Airport, Yueyang Airport, Capital Airport, Changbaishan Airport, Chengdu Shuangliu Airport, Yantai Airport, and of projects for ATC facilities has been successively released through the system.

To minimize the impact of the epidemic on project construction, CAAC also adjusted its approval method of projects by using online meetings and online submission of applications to speed up the preliminary work for projects during the outbreak. With such working method, CAAC has issued the industry opinions on Chuxiong and Panzhou airport projects, approved the subsidies for Nanchang, Yushu and Libo airports, approved the revised overall plans for Shenyang Airport, Harbin Airport, Wuhan Airport, Hefei Airport and Tianjin Airport, as well as the site of Henan Zhoukou Airport. CAAC also approved the trial implementation of a commitment-and-filing policy for project acceptance, aimed to facilitate completed projects to be put into use as soon as possible.
