CAAC Issues the Technical Guidance for the Epidemic Prevention and Control during the Resumption of Working and Production Activities for Civil Aviation Construction Projects05/03/2020

In order to implement the various measures to be followed in the prevention and control of COVID-19 and the Guidance for the Epidemic Prevention and Control during the Resumption of Working and Production Activities by Enterprises and Public Institutions issued by the Joint Prevention and Control Mechanism of the State Council, and to press ahead with the epidemic prevention and control during the construction of civil aviation projects, CAAC issued on February 26 the Technical Guidance for the Epidemic Prevention and Control during the Resumption of Working and Production Activities for Civil Aviation Construction Projects, aiming to promote the steady and orderly resumption of civil aviation construction projects.

At present, the epidemic prevention and control is still the top priority. CAAC has required all units to facilitate the resumption, in a safe and orderly manner, of working and production activities for civil aviation construction projects, relevant enterprises and public institutions to firmly take on the main responsibilities in epidemic prevention and control, as well as its regulatory departments to coordinate the epidemic prevention and the resumption of working and production activities and to implement the more stringent standards for epidemic prevention and control.

According to the Technical Guidance, an epidemic prevention and control mechanism shall be established for the resumption of civil aviation construction projects, including the main responsibilities shall be identified and clearly assigned; detailed and effective epidemic prevention and control plans and emergency plans shall be developed based on local conditions; prevention and control measures shall be implemented at local level; protective gear shall be delivered to the staff in a timely manner; and a strict reporting system shall be put into place. The Technical Guidance called for efforts to strengthen health management, put the employees involved in project construction on registration record, establish health files, tighten business travel management, keep a close track on staff who have just returned, avoid crowds and public gatherings, and be meticulous in daily staff protection. At the same time, those who temporarily enter the project site or the construction site shall be inquired about where they come from, whom they work for, and whether or not they had contact with anyone from the area seriously hit by the epidemic. Also, they shall have their body temperature measured and protective gear checked and get registered. Only those meeting those requirements shall be allowed to enter, and their vehicles shall be disinfected.  

The Technical Guidance emphasized that the epidemic prevention and control at project sites shall be carried out from eight aspects: body temperature monitoring, registration management, closed-off management, dormitory management, dining management, garbage management, public areas disinfection, epidemic prevention materials purchase and staffing. In particular, a registration and inspection system shall be strictly put in place at the site entrance, health warning signs shall be placed at conspicuous spots at the entrance of project sites, strict control shall be placed on the incoming and outgoing personnel, and the personnel and their vehicles entering and leaving the construction site shall be registered and verified according to their identity documents. All personnel shall have their body temperature monitored and wear masks. The dormitory area should be managed by special personnel to strictly prevent outsiders from moving in. At project site, body temperature measuring probes and thermometers shall be equipped, epidemic prevention materials such as masks and disinfectants available for at least one week shall be stocked. No less than two full-time health workers, accounting for at least 2% of the total number of workers, shall be arranged to be responsible for, among others, monitoring body temperature, conducting ventilation and disinfection, allocating and supervising the use of personal protective equipment, and enhancing public awareness.

To tighten the management and control at construction sites, the Technical Guidance called for efforts to monitor body temperature, disinfect and maintain good ventilation around mechanical equipment, operation rooms and other workplaces where workers are required to work for a long period of time, strengthen health and epidemic prevention education, and inspect the working environment before conducting construction. Crowds and public gatherings shall be reduced by adopting an operation practice featuring small-scale, division of labor, separation of work procedures, and frequent shifts shall be avoided. In addition, measures should be taken to deal with the epidemic. In this regard, an emergency plan shall be developed, and a joint action mechanism for epidemic prevention and control shall be established with local authorities. Quarantine areas shall be set up to immediately quarantine any employee showing suspicious symptoms and his/her close contacts. And the employee shall be sent to a nearby medical facility, to the greatest extent possible, using the special vehicle service provided by a hospital while giving protection to the escort(s). Following the detection of any employee with suspicious symptoms, immediate action shall be taken to institute a quarantine at his/her workplace and dormitory, and under the guidance of professionals disinfect places infected employees had been, their offices, their household items, and their production and household implements. Last but not the least, increased focus shall be put on information provision on a daily basis to timely and effectively report on the epidemic prevention and control while ensuring data authenticity.  

As of February 25, among 81 airport construction projects across the country, 14 new airport construction projects and airport relocation projects had already been restarted, including the construction of Chengdu Tianfu Airport and Qingdao Jiaodong Airport and the relocation of Ankang Airport; and 23 reconstruction and expansion projects had also been successively restarted, including Phase III of Hangzhou Xiaoshan International Airport and the ancillary project for terminal project at Shenzhen Airport, resulting in an increase from 17% on February 13 to 45.7% in terms of the proportion of projects restarted. As far as major national construction projects concerned, the resumption rate reached 66.7%.
