In order to support the fight against the epidemic and promote the orderly resumption of civil aviation work and production, the Civil Aviation Administration of China (CAAC) issued a Notice on Coordinating Implementation of Civil Aviation Budget for 2020 on February 25, requiring all entities to have a profound understanding of the importance of coordinating budget implementation under the current situation of epidemic prevention and control. Comprehensive deployment has been made for budget implementation in 2020, covering aspects including improving science-based and refined budget planning, and speeding up implementation of major projects and progress of carry-overs.
The Notice points out that coordination on epidemic prevention and control and budget implementation is a major test not only for the civil aviation governance system and capability, but also for the science-based management of entities and the working capabilities of their leadership. All entities should fully understand that implementation is the path towards successful epidemic prevention and control and industry development, therefore budget implementation should be taken as the start point to live up to the decisions and deployment made by the Party Central Committee and the State Council, respond to the current epidemic situation and promote the sustainable and healthy development of civil aviation. And leader groups on budget implementation in all the entities shall concretely perform their duties, further increase financial support for epidemic prevention and control, first-line tasks in particular, organize orderly project construction, support enterprises to resume work and production, and achieve high-quality completion of annual budgetary implementation target.
According to the Notice, entities shall change the conventional mindset of “budget implementation only after allocation”, but instead start implementation of the 2020 budget earlier. The Notice points out that it is necessary to speed up the preliminary work of construction projects and plan in advance major reforms, important policies, and key projects. And the entities should improve project planning capabilities and science-based and refined budget planning, and practice the mindset of “belt tightening” and performance-based management throughout the whole process of budget planning, implementation, and supervision. While continuously promoting the progress of budget implementation, entities should also strive to improve budget implementation quality. It is essential to comprehensively sort out project implementation procedures, strengthen whole-process management and control, and realize balanced implementation progress throughout the year; speed up implementation of major projects, deploy tailored policies, and give full play to the benefits of using funds and social benefits of projects; and strengthen analysis of budget implementation, conscientiously carry out self-examination, identify problems from the roots of feasibility research, initial establishment, and budgeting, and actively facilitate problem solving. And entities shall, by strengthening communication and coordination with local supervision bureaus of the Ministry of Finance, skillfully master relevant policies and businesses, ensure efficient and smooth payment of funds, strictly carry out implementation assessment and strive to build a long-term mechanism for budget implementation, so as to provide institutional guarantee for further strengthening of budget implementation.
The Notice stresses that all entities should implement the requirements on epidemic prevention and control for resumption of work and production, make full use of the Internet and modern information technology, adopt remote working mode, and ensure anti-virus protection of workplaces and individuals. And they should ensure in priority work cooperation and coordination and strengthen confidence and determination in winning the fight against the epidemic, starting from coordinating the implementation of annual budget, so as to promote the sustainable and healthy development of civil aviation.
In 2019, CAAC registered 95% implementation rate for general public budget, and 94% for budget supported by government-managed funds, both of which standing at a relatively high level.
