In order to implement the requirements specified in the Notice on Further Efforts of Disease Prevention and Control for Security Screening aiming to reduce risks of infection and spread of COVID-19 among civil aviation security screening personnel, CAAC issued the Technical Instructions on Disease Prevention, Control and Protection for Civil Aviation Security Screening Personnel (1st Edition) (hereinafter referred to as the Instructions) on February 26. The Instructions further refined self-protection and disease prevention and control measures for security screening staff, front line staff in particular, and standardized the hygiene and disinfection procedures for their working and living environment.
The frontline security screening, as the important front link to contain the spread of disease via civil aviation, comes with heavy responsibilities, high risks and great workload. Yet vast amount of civil aviation security screening officials and staff have always stuck to their posts as instructed through the centralized deployment and requirements of CAAC, building a solid blockade against virus by fulfilling their duties while actively contributing to the containment efforts by racing to the front, which has fully demonstrated the great courage and sense of responsibility of the civil aviation security team in front of dangers. The CAAC Party Group highly valued disease prevention, control and protection for the security screening sector as special efforts were made to carry out field inspection of prevention and protection for security screening personnel, conclude deployment based on dedicated study and deliver instructions on thoroughly screening potential risks, enhancing supply support for security inspection and improving self-protection of security personnel. The Instructions was developed by the Bureau of Aviation Security of CAAC together with the Department of Flight Standard and Civil Aviation Medicine Center of CAAC, after evaluation on the protection measures for security screening post personnel adopted at Beijing Capital Airport, on the basis of the Guidance on Disease Prevention and Control Measures for Enterprises and Institutions Resuming Work and Production issued by the Joint Prevention and Control Mechanism of the State Council, Preventing Spread of Coronavirus Disease 2019 (COVID-19) Guideline for Airlines (2nd edition) and Preventing Spread of Coronavirus Disease 2019 (COVID-19) Guideline for Airport (2nd edition) issued by CAAC, which also took into consideration the characteristics of civil aviation security screening posts and industrial practices. To strengthen health monitoring, the Instructions specified working procedures such as health condition report and pre-duty body temperature monitoring, and required that civil aviation security entities shall have knowledge about the movements of their staff, and conduct zoned and categorized health management; collect daily updates on staff health conditions and timely report abnormal situation and implement corresponding prevention and control measures; use calibrated non-contact temperature measuring equipment to measure the body temperature of security personnel before they serve on duty, and timely detect, report and address the problems in case of suspicious occurrence. To implement tiered prevention and control measures, the Instructions required security screening personnel to follow the Technical Guidelines on Choice and Use of Facial Masks for Different Groups of People to Prevent COVID-19 Infection by correctly wearing facial masks and other protective equipment, and to wear other protective gears as required by the three levels of prevention and protection methods based on risks of their posts. The Instructions further detailed protection and equipment requirements by 10 posts including order-keeping, document verification, guiding, body searching and unpacking. To improve environment protection and disinfection, the Instructions provided for that civil aviation security entities shall improve management of air-conditioning system and natural wind in the civil aviation security screening sites with natural wind or fans being used as much as possible; guide passengers to queue in lines with longer inter-person space than usual in the waiting areas and security screening areas, and provide necessary tissues, hand sanitizers and other protective materials; and publicize requirements for security screening and know-how for COVID-19 prevention. Civil aviation security screening sites, key areas in particular, and security screening facilities and equipment shall be regularly disinfected; and it is encouraged that staff working at document verification counters, pat-down body screeners, as well as their facilities and equipment be disinfected every time before each inspection. In addition, the Instructions also regulated that entities shall identify their own responsibility system of disease prevention, control and protection in civil aviation security inspection, based on which responsibilities can be assigned to entities, departments and individuals; they also need to establish and improve their own organization system, emergency response measures and disposal procedures for disease prevention, control and protection, and provide guidance on other protective measures such as disinfection of observation places under quarantine and places shut down, and response after case(s) found.
