In order to firmly implement the instructions made by President Xi Jinping at the meeting of the Standing Committee of the Political Bureau of the CPC Central Committee on fighting the COVID-19 epidemic and the decisions and deployments of the CPC Central Committee and the State Council, and realize an annual fixed asset investment of 100 billion yuan in 2020, CAAC has, in accordance with the requirements for coordinating the resumption of major projects outlined by the Party leading group of CAAC and the Ministry of Transportation, established a mechanism for coordinating the resumption and start of major projects to actively promote the start and resumption of major infrastructure projects in the industry. As of March 3, 48 of the 81 airport projects across the country, including the expansion projects of Chengdu Tianfu Airport, Qingdao Jiaodong Airport and Guiyang Airport, the relocation project of An Kang Airport, etc., have resumed construction, with the resumption rate reaching 59.2 %, an increase of 13.5% over that of February 25. The resumption rate of major national projects stood at 76.6%, an increase of 9.9% over that of February 25.

CAAC stressed that all Regional Administrations should further improve the effectiveness of the coordinating mechanism based on the progress of resumption of major airport projects within their jurisdiction, and should, in accordance with the instructions of the CPC Central Committee and the State Council on balancing the epidemic prevention efforts and the resumption of work and production, establish special files for the projects, put in place a work plan, actively track the progress and investment status of subsequent major projects, and gradually shift from solely focusing on resumption rate to focusing on work quality, actual number of returning workers, and completion of investment, so as to increase tangible results of work as soon as possible. CAAC also required Regional Administrations to supervise and guide project owners to develop and improve start-up and resumption plans, get timely information about the work nodes and timeframe of each major project that has resumed or started construction, ensure the implementation of responsibilities by each employee, and select better performers as role models for others to follow. Regional Administrations should also work with project owners and departments of local governments and the industry at all levels to work out targeted measures aimed at solving the key problems and difficulties affecting work resumption so as to ensure the effectiveness of work.
