Notice on Establishing “Green Channel” for Approval of International Passenger Charter Flight Plans Relating to Resumption of Production and Work
To All CAAC Regional Administrations and Air Transport Airlines:
For the purpose of coordinating epidemic prevention and control efforts, and social and economic development, and keeping the currency and flexibility international passenger flight schedule during the epidemic containment period, it is hereby decided to apply temporary adjustment to the working procedures for the approval of international passenger charter flight plans for those endorsed by the Joint Prevention and Control Mechanism of the State Council (or its Foreign Affairs Group) or those meeting the requirements of China’s international express air transport corridor for resumption of production and work, by means of establishing a “green channel” to optimize working procedures and shorten processing time. Details on the “green channel” are as follows:
1. Working Procedures
Chinese and foreign airlines shall obtain unscheduled operating permits for their international passenger charter flights, and are allowed to not coordinate slots for the time being. While applying for unscheduled operating permits, airlines could simultaneously file pre-flight plans with the Operation Supervisory Center. And the Operation Supervisory Center will process and publish pre-flight plans soon as possible based on the unscheduled operating permits.
1.1 Application for Unscheduled Operating Permit
Airlines shall log in the system and file the applications online (http://product.caachbjc.com for Chinese airlines; http://1.85.12.35:8090/faopss/login_toLogin for foreign airlines), 3 working days in advance instead of the original 7 working days. The application system works 7*24 hours.
1.2 Application for Pre-flight Plans
Existing procedures and course still apply to the application for pre-flight plans, only change is that the applications may be filed 3 working days in advance instead of the original 5 and 7 working days. The application system works 7*24 hours.
2. Relevant Measures
2.1 Ground Handling Service Agreement between carriers and service providers as required in Article 21 of the Detailed Rules on Operating Permit for Non-scheduled Flights of Foreign Air Transport Enterprises (CCAR Part 191-R1) could be replaced by a Confirmation Letter of Ground Handling Service produced by the airport or ground handling company concerned.
2.2 Charter Contract as required in Paragraph 11 of Article 9 of the Detailed Rules on Operating Permit for Non-scheduled Flights of Foreign Air Transport Enterprises (CCAR Part 191-R1) could be replaced by a letter requesting assistance from airlines for transport of personnel for resumption of production and work (letters in English or other foreign languages should be provided with Chinese translation) produced by local government or authorities (Chinese ministries and Commissions, embassies and consulates, or other countries’ foreign ministries and embassies) to be included in application materials.
2.3 Foreign airlines without CCAR Part 129 operation specifications or with CCAR Part 129 but have not yet obtained approval for points or aircraft could file with CAAC application for exemption if qualified for exemption conditions of CCAR Part 129.
3. Relevant Requirements
3.1 CAAC Department of Air Transport and Operation Supervisory Center will establish a working coordination mechanism.
CAAC Department of Air Transport and Operation Supervisory Center will work with existing traffic right management system, data integration system and synergic working mechanism to ensure efficient and expeditious approval of unscheduled flight operating permits and pre-flight plans.
3.2 CAAC Office of Air Traffic Regulation and Operation Supervisory Center will establish a working communication mechanism.
CAAC Operation Supervisory Center should be responsible for timely update of pre-flight plans in data integration system for reference and download by the Office of Air Traffic Regulation. The Office of Air Traffic Regulation should provide guidance to CAAC regional administrations on slot management in accordance with relevant provisions.
3.3 CAAC Operation Supervisory Center and regional administrations will establish a working mechanism for flight supervision.
CAAC Operation Supervisory Center should be responsible for timely update of pre-flight plans in data integration system for reference and download by CAAC regional administrations. When airport hourly traffic reaches 90% of slot capacity, regional administrations concerned should timely report to the Office of Air Traffic Regulation with a copy forwarded to the Operation Supervisory Center, along with recommendations and proposals on operation management to ensure safe and smooth flight operation.
3.4 This notice shall come into force on the date of issuance, and its expiration date will be notified separately.
