On September 3, the Civil Aviation Administration of China (CAAC) and the European Aviation Safety Agency (EASA) signed, via a video conference, the Technical Implementation Procedures for Airworthiness and Environmental Certification Between the Civil Aviation Administration of China and the European Aviation Safety Agency and its annex Operation/Maintenance Implementation Procedures Between the Civil Aviation Administration of China and European Aviation Safety Administration Civil Aviation for Civil Aviation Products. These two procedures, designed to step up cooperation in airworthiness certification and aircraft evaluation, elaborated on the Agreement on Civil Aviation Safety Between the Government of the People’s Republic of China and the European Union and its Annex on Airworthiness and Environmental Certification which officially entered into force on September 1. CAAC Deputy Administrator Hu Zhenjiang and EASA Executive Director Patrick Ky jointly witnessed the signing of these procedures.
Through joint efforts and years of cooperation between China and the EU, the Agreement on Civil Aviation Safety Between the Government of the People’s Republic of China and the European Union and its Annex on Airworthiness and Environmental Certification officially entered into force on September 1, 2020, which could serve as a framework for extending cooperation and a basis for deepening cooperation in the field of aviation safety between China and the EU, and marked a new stage of cooperation in such a field. These two procedures detailed the content related to the cooperation in airworthiness certification and aircraft evaluation in the Agreement and its Annex, and identified a clear path for cooperation between the authorities and industrial enterprises of the two sides. Also, they will create a good environment for the mutual recognition of civil aviation products produced by the two sides, and contribute to the implementation of the Agreement and its Annex.
