Recently, CAAC issued the Opinions on Promoting Modernization of Civil Aviation Statistical Work, which laid down a systematic plan for statistical work in the civil aviation industry during the 14th Five-year Plan period and put forward the reform goals for modernizing civil aviation statistical work by 2025 and the prospect of building a modern civil aviation statistical system in 2035. The Opinions served as a practical measure taken by CAAC to thoroughly implement the guiding principles of the Fifth Plenary Session of the 19th CPC Central Committee and the major decisions of the CPC Central Committee and the State Council on statistical work, and to speed up the reform of its modernization, which aimed to give full play to the role of civil aviation statistical work as a barometer, weather vane and navigator in high-quality development of the industry, effectively supporting the building of a civil aviation powerhouse in the new era.

The goal set out in the Opinions is that by 2025 a modern civil aviation statistical system will be initially formed, which will feature a more sound survey system, more scientific methods, higher analysis service quality, and improved mechanism, and that by 2035 the building of the modern civil aviation statistical system will be finished, and modernization of the statistical survey system, statistical methods, analysis service, and governance capacity will be basically achieved.
