Feng Zhenglin: to Promote the Development and Implementation of Sustainable Air Transport, so as to Foster New Momentums for COVID-19 Containment and Economic Recovery13/01/2022

On October 16, Thematic Session 5 during the Second United Nations Global Sustainable Transport Conference opened. 11 government officials, experts from the industry and representatives from some social organizations exchanged views in an in-depth way on the theme of sustainable transport and policies in a bid to promote the sustainable development of transport. Feng Zhenglin, Chinese Co-chairman, Vice Minister of Ministry of Transport of China and Administrator of CAAC, indicated at the meeting that to promote the development and implementation of sustainable transport policies not only conforms to the changes of global governance system, but also fosters new momentums for COVID-19 containment and economic recovery.

Feng Zhenglin said that in recent years, the Chinese government has focused on improving the policy system for modern comprehensive transport and made continuous efforts to promote high-quality and sustainable development of transport. China has issued such documents as the Outline Program for Building Transport Network and the Outline Program for Building the National Comprehensive Transport Network to guide the sustainable development of transport. China persisted in multi-stakeholder industry governance, with joint efforts of the government, market, social organizations and the public, to build a new pattern of sustainable transport governance, which was coordinated, efficient and participated by various stakeholders. China also persisted in law-based governance, and prioritized the development and amendment of laws and regulations, such as the Railway Law of China, Highway Law of China, Maritime Security Law of China, Civil Aviation Law of China, and Postal Law of China to form a comprehensive and interconnected law system for comprehensive transport. China persisted in deepening reforms, improving investment and means of financing, optimizing business environment, and establishing a unified and open transport market and relevant mechanisms.

The Second United Nations Global Sustainable Transport Conference was held from October 14 to 16, with representatives from 171 countries attending the online and offline meetings. The Beijing Declaration, the outcome of the Conference, described the future vision of global sustainable transport development and put forward action initiatives to strengthen transport cooperation, which provided a framework for the implementation of transport-related targets of the United Nations 2030 Agenda for Sustainable Development.
