Recently, CAAC issued the Guiding Opinions on Promoting the High-Quality Development in Public Air Transport of Dangerous Goods (hereinafter referred to as the Guiding Opinions). The Guiding Opinions further implements the principles, plans and requirements on deepening civil aviation reforms during the 14th Five-Year Plan period while focusing on the needs and concerns to develop public air transport of dangerous goods. In addition, the Guiding Opinions aims to promote socio-economic development, meet people’s needs, ensures aviation safety and improve the quality of air logistics services in a coordinated manner, and support the establishment of a new development paradigm with domestic circulation as the mainstay and domestic and international circulations reinforcing each other.
