The 2022 National Civil Aviation Work Conference Held15/01/2022

On January 10, the 2022 National Civil Aviation Work Conference was held in Beijing. Under the guiding principles of the CPC’s 19th National Congress, and its first to sixth plenary sessions, as well as the Central Economic Work Conference, the civil aviation work conference conveyed the instruction on transport and civil aviation work by Vice Premier Liu He, member of the Political Bureau of the CPC Central Committee, reviewed main work of civil aviation of 2021, laid down overall implementation scheme for the Plan for China’s Civil Aviation Development during the 14th Five-Year Period (2021-2025), and identified in a scientific way the main tasks for 2022. Transport Minister Li Xiaopeng attended the meeting and delivered a speech. Feng Zhenglin, Administrator of CAAC, reported on the work of civil aviation which is entitled Speeding up the Implementation of the Plan for China’s Civil Aviation Development during the 14th Five-Year Period (2021-2025) and Doing a Good Job in a Bid to Welcome the 20th CPC National Congress. Zou Tianjing, Chief Disciplinary Inspector, and Dan Xiangdong, Deputy Chief Disciplinary Inspector Stationed in the Ministry of Transport from the CPC Central Commission for Discipline Inspection and the National Commission of Supervision, CAAC Deputy Administrators, Dong Zhiyi, Lyu Erxue, Cui Xiaofeng and Hu Zhenjiang, as well as Member of CAAC Party Group Liu Fang attended the conference.

Li Xiaopeng pointed out in his speech that in 2021, CAAC stroke a good balance between the COVID-19 containment and the industrial recovery, with aviation safety being maintained, significant headway made in building intelligent civil aviation, aviation service quality increasingly improved, several hub airports such as Chengdu Tianfu International Airport officially put into operation, remarkable results in the reform of the industry achieved, and the all-around Party self-governance strengthened, thus achieving a good start of the 14th Five-Year Plan Period.

In 2022, the civil aviation sector should, by developing an in-depth understanding of magnificent course and major achievements of the industry which can only be achieved under the Party’s leadership, forming an accurate understanding of the mission of transport industry, and persisting in seeking progress while working to keep performance stable, make all-around efforts to maintain aviation safety, to prevent and control the COVID-19, to ensure smooth air connectivity, and to strengthen the Party's overall leadership over civil aviation, so as to promote the high-quality development of the civil aviation in China.

Feng Zhenglin reviewed the civil aviation work of 2021 and indicated that 2021 represented an extraordinary year for China’s civil aviation development. Over the year, the entire industry studied the Party’s history conscientiously, developed and issued the Plan for China’s Civil Aviation Development during the 14th Five-Year Period (2021-2025), and successfully provided air transport support for the celebrations of the 100th anniversary of the founding of the Party. In 2021, in the face of difficulties such as the COVID-19 containment, industry losses and pressure on aviation safety, by persisting in seeking progress while working to keep performance stable, and demonstrating its strong resilience against risks, the industry ensured aviation safety, coordinated the COVID-19 containment and the industrial recovery, increasingly improved service quality, strengthened infrastructure construction, enhanced industry development by deepening reform, and continuously strengthened the all-around Party self-governance, thus achieving major progress in the midst of difficulties. In 2021, the industry registered significant achievements which are as follows: first, as of 2021, maintaining a safety record of safe operation for "120+16" months in air transport, or 98.76 million hours, and ensuring aviation security for 235 months; second, by optimizing the organization of transport under regular epidemic prevention and control, recording a total transport turnover of 85.7 billion ton-km, with an overall passenger traffic standing at 440 million and turnover of cargo and mail 7.32 million ton, representing a year-on-year increase of 7.3%, 5.5% and 8.2% respectively; third, increasing an investment of 115 billion yuan, up by 6.4% year-on-year, which exceeded the expectations; fourth, strengthening the construction of infrastructure, with the three centers of ATM, Chengdu Tianfu International Airport and Qingdao Jiaodong International Airport officially put into operation, and 248 transport airports nationwide being certified; fifth, achieving progress in general aviation, with 1.182 million flight hours for general aviation, a year-on-year increase of 20.1%, 12,700 UAV enterprises established, and approximately 830,000 UAV registered by real-name with flight hours exceeding ten million; sixth, making efforts to realize industrial recovery by developing a package of policies to help enterprises bail out, for example, in 2021, with a cost of nearly 10 billion yuan being saved for the industry, aviation benefited 35.63 million more persons, and the regularity of flights was above 80% for the 4th consecutive year to stand at 88%. Last, promoting innovation and improving services in the industry across the country, with One ID Card flight process being implemented at 29 airports, facial recognition applied at 66 airports, paperless air travel services provided at 234 airports, Easy-screening carried out at 40 large airports with an annual passenger traffic of over 10 million, and in-cabin wireless network equipped on 842 passenger aircraft.

The conference underlined that in 2022, China will face new downward pressure on the economy. With regard to the civil aviation, we will still face difficulties in COVID-19 containment, operation losses, and safety pressure in the industrial recovery. The whole industry should not only face the difficulties squarely, but also develop a firm sense of confidence in following aspects: China's whole process COVID-19 containment in a scientific and targeted manner, a stable domestic macroeconomic environment, the potential of domestic demand offered by China's super large-scale market, state support and industrial recovery strength of civil aviation, and the basic strength of industry, thus making every effort to promote the recovery and development of civil aviation.

The meeting laid down six major tasks for civil aviation development in 2022, including ensuring aviation safety, coordinating air transport and industrial recovery, enhancing support for operation, promoting industry innovation-driven by science and education, deepening industry reform and giving full reign to the leading role of Party’s self-governance.
